• Renaud Muselier, the president of the Paca region, has affirmed several times that the city of Cannes was not representative of all the cities of France, before the election on Tuesday and Wednesday of the next president of the Association of Mayors of France .

  • He thus called to vote for the UDI mayor of Sceaux, Philippe Laurent.

  • Finally, is Cannes a richer city than that of Hauts-de-Seine?

On October 27 on BFM TV, Renaud Muselier launched the first salvo: “Do you think that the mayor of Cannes is representative of all the mayors of France? It's not the festival and the red carpet every day. For the election of the next president of the Association of Mayors of France (AMF), scheduled for Tuesday and Wednesday, the LR boss of the Paca region has chosen. And he clearly calls to vote against David Lisnard, yet his neighbor and from the same party as him. The city councilor, whose lack of support he deplores during the regional elections, would, according to him, be at the head of an ultra-privileged city, far from being representative.

And he reaffirmed his words on Monday, in a letter addressed to local elected officials, who will vote to elect the boss of the AMF. In addition to encouraging the candidacy of Philippe Laurent, the UDI mayor of Sceaux, in the Parisian suburbs, of which he assures us that he is “the bearer of a coherent, lucid and structured project”, Renaud Muselier gave a blow to the candidate The Republicans. "I can assure you that the mayor of Cannes, from the top of his red carpet, nestled in his Palais des Festivals, will never be able to understand what you and your fellow citizens are experiencing on a daily basis in your territories, in the real world", he writes .

For the president of the region, the sixth most populous city of Paca with 73,965 inhabitants in 2018, internationally known for its film festival, would therefore be reserved for a single social class and too far removed from the realities on the ground.

Much more than the commune of Sceaux and its 19,606 souls, according to him.

A caricatured vision?

In fact, certain indicators show a version of Cannes that is less “spangled” than that described by Renaud Muselier, and much more “contrasted”, as David Lisnard likes to point out.

A poverty rate almost three times higher in Cannes than in Sceaux

In a Facebook post this Tuesday, he evokes a “mosaic city”, “far from the clichés that some would like to make him stick to the skin”. He had already said this, recently, during the attack on the police in front of the town police station. And also in a series of tweets addressed to Emmanuel Macron. Interviewed, the President of the Republic assured that "it is easier to decentralize when you are in Cannes than in Marseille, because people are not the same". But for the mayor, the Head of State "obviously only knows the rich neighborhoods of our city and sees only the beautiful event exhibition", but "Cannes has a poverty rate 6 points higher than the national average, 19 , 7% against 13.8%, and a complex sociology ”.

The INSEE data is clear.

In Cannes, where the palaces and opulent buildings of the Boulevard de la Croisette and the Californie hill coexist with much more popular neighborhoods, the recorded poverty rate is the second highest in the Alpes-Maritimes, just behind Nice, which is close to 21%.

On the side of Sceaux, it is only 7%.

And the salaries are much higher there.

According to calculations by Jounaldunet.com based on figures from INSEE, Scéens earned an average of 4,803 euros net per month in 2019, against 2,251 euros for Cannes residents.

More low-cost housing in Sceaux and many more second homes in Cannes

On the other hand, the municipality of Hauts-de-Seine has a large share of low-cost housing.

At the start of 2020, according to data from the prefecture, it counted 27% among its stock of 8,556 main residences.

Even if it does not reach the 25% required by the Solidarity and Urban Renewal Act, the city of Cannes has "the highest rate of municipalities on the Riviera coast and the fourth largest of the towns in the Alpes-Maritimes department in terms of creation of social housing ”, argues the city of the Riviera.

With “7,271 social housing units, ie 17.40%” of year-round housing.

On the other hand, the city of Cannes is marked by an impressive number of second homes.

According to INSEE figures, in 2018, they represented 45.1% of the overall supply.

Far beyond the figures recorded in Sceaux (3.6%) and even in France (10%).
