The mayor and deputy mayor yesterday presented the third budgets

of the Madrid City Council of

the legislature, expansive accounts that

trigger investment by 23%

and that have a total amount 8.2% higher than those of 2021. In total, the Consistory will have

5,481 million

euros in 2022 plus another 1,191 for public companies. Provided that José Luis Martínez-Almeida and Begoña Villacís get enough votes to approve it, because they do not have an absolute majority and Vox has warned that it will not support them.

On October 26, the Constitutional Court ruling that annulled part of the calculation of the

Tax on the Increase in the Value of Land

- the so-called capital gain - was a blow to the City Council. From that moment, the

Treasury Department

began to work on various income scenarios, always lower than expected. Finally, the delegate of the Treasury estimates that the municipal government will enter 209 million less than expected.

To compensate for the reduction in income caused by the ruling, the City Council has pulled the remaining treasury (the savings of the Consistory) for many investments. In addition, as sources from the Treasury explain, it was initially expected that the accounts would increase more than the current 8%. Finally, this year the debt will not grow, but it will not be reduced either: on the one hand, 279 million will be amortized and on the other an equivalent amount will be requested for this year.

highlight social spending as one of the budget priorities.

For the first time in the Madrid City Council it will exceed 1,000 million: specifically 1,007.

Of that amount,

312 million will go to investments related to the elderly

.

The

Plan against Unwanted Loneliness

will grow 30% and the

social inclusion program

, 28%.

The mayor emphasizes that Madrid wants to be "the spearhead of the recovery after the crisis and the maintenance of social cohesion."

10 biggest investments

These accounts, fundamentally expansive, trigger investment by 23%: 603 million will go to equipment and works that will improve infrastructure or provide new municipal services to the districts.

Of these, 273 million will be for new investment.

Among the main ones, the City Council will invest next year 32.78 million to

cover the M-30 as it passes through the old Vicente Calderón stadium

, 19.3 million in

mobility infrastructure

works

;

or 18.15 million to build an

organic matter plant in the Valdemingómez Technology Park

.

The renovation of pavements and roads in 2022 will cost 18 million and the completion of the remodeling of the

Nudo Norte

, 17.43.

Other budgeted works have not yet begun: this is the case of the

dismantling of the Pedro Bosch

(Pacific)

overpass

, to which 17.74 million will be dedicated, or the

definitive pedestrianization

works of

Puerta del Sol

, whose project is not even yet is known.

7.55 million will be earmarked for this.

More projects in Madrid

These accounts are based on the tax cuts already presented, which contemplate a saving of 60 million in the IBI receipt.

The budget of

municipal

public companies will

rise to

1,191 million

in 2022

, 88 more than in 2021. The

Municipal Transport Company

(EMT) will have 881 million, 74.5 more, to continue its commitment to environmental sustainability and the renewal of your fleet of buses. For its part, the

Municipal Housing and Land Company

(EMVS) will have a budget of 154 million, 8.7 million more;

Madrid Destino

, 98 million, 1.7 more, and the

Mixed Funeral Service Company

, 58 million, 2.7 million more.

The accounts also reinforce public services and include a millionaire item -273 million- to

reinforce street cleaning

thanks to the contract that has recently entered into force.

In addition, 118 million will be allocated for the

maintenance of green areas

, 30 million to develop the so-called

Metropolitan Forest

and 34 million for new additions to the

Security and Emergency services

.

900 million for the Villa Agreements

The development of

the Villa Agreements

signed in July 2020 by all municipal groups to face the Covid-19 pandemic will add up to many allocations up to a total of 900 million euros.

As for

European funds

, the Treasury estimates that the City Council will receive 73.4 million in 2022, a "realistic and prudent" figure, as highlighted by the delegate of the Treasury,

Engracia Hidalgo

, since they may finally be more.

Both Almeida and Villacís insist that those presented are "the best possible budget" for next year, so they urge all groups to support them, especially

Vox

, which the PP wants to continue being the preferred partner that gives it their votes to approve the public accounts.

Santiago Abascal's party was the only one that has not yet valued the

PP

and Ciudadanos project.

assures that the budgets can be expansive in spite of the sentence of the surplus value because the transfers of the Government will grow 21%.
