Pan Xuhong, deputy director and spokesperson of the Beijing Municipal Public Security Bureau, explained the policy of entering and returning to Beijing at highway checkpoints at a press conference held today:

  Persons entering (returning) to Beijing must hold a certificate of negative nucleic acid test within 48 hours and a "Beijing Healthbao" green code. Within 14 days, there are more than 1 case (including 1 case) of the county (city, district, banner) where the local COVID-19 infection is located. Historical personnel are strictly restricted from entering (returning) to Beijing.

  Commuters in the Central Beijing area must hold a negative nucleic acid test certificate within 48 hours after the implementation of the measure, and a negative nucleic acid test certificate within 14 days each time they enter (return) to Beijing.

  Within the 14th, there are counties (cities, districts, and flags) where the land border crossings are located. People who have lived in history do not have to enter (return) to Beijing.

  The Beijing police will conscientiously implement the above requirements, insist on "every car must be checked, every person must be checked", and effectively build the first line of defense against foreign imports.

At the same time, actively work with relevant departments to fully consider the travel needs of the masses, and further strengthen the service guarantee for vehicles and personnel entering and returning to Beijing.
