To fight against the prostitution of minors, which concerns between 7,000 and 10,000 young people in France, the government presents, this Monday, an interministerial plan, endowed with 14 million euros.

Led by Secretary of State for Children Adrien Taquet, this plan will be deployed in 2021 and 2022. It aims to provide the means to apprehend a little-known phenomenon in order to understand, prevent and combat it.

Running away, a trigger

Involving several ministerial departments (Childhood, Interior, Justice, National Education, Digital, Town, Tourism and Gender Equality), the plan has four axes: "raise awareness, inform and know better" the phenomenon, "strengthen the identification of all levels ”of young people involved,“ support minors in prostitution ”and“ prosecute and repress more effectively ”clients and pimps. The phenomenon mainly affects young girls, aged 15 to 17, who entered prostitution earlier and earlier, between 14 and 15 years for more than half of them, noted in July the working group led by the magistrate Catherine Champrenault in her report which inspired this plan.

The trigger may be a runaway, during which the young person needs accommodation and money and has bad encounters. Sometimes he's a "lover boy", a boyfriend who prostitutes his girlfriend. Or "nude" photos published on social networks that makes him the victim of blackmail, noted this report.

Sometimes blinded by love or under the influence, he does not see himself as a victim.

He has the impression of being in control of his life and of earning enough to be independent.

“Many teenage girls say they have chosen prostitution and not submit to it.

They often use the terms "michetonnage" or "escorting" to speak of it which, for them, have a more positive value.

They describe their activity using the vocabulary of the world of work (work, contract, recruitment, job interview, etc.) ”, thus noted the Champrenault working group.

"Quick money"

“It's not easy money, but it's quick money.

There is no way to make so much money in such a short time ”, testifies Julie, 17, in the film“ Entr'Actes in minor mode ”, from the Routes association which accompanies young prostitutes in Lille. .

Coming from all social backgrounds, these young people often have in common the fact that they have been victims of or faced with violence, especially within their families.

Incest, mistreatment, domestic violence, insecurity, alcoholism in the family have led to emotional deficiencies, a lack of personal esteem, an attraction for risky behavior, the report noted.

Alongside traditional street prostitution, has developed in recent years, and in particular with the confinement due to Covid, a more invisible and younger prostitution, notes Geneviève Colas, coordinator of the collective Together against trafficking in human beings .

Contacts made on escort sites or by social networks, meetings in AirBnb rentals or hotels belonging to chains, on the outskirts of cities, without human presence at reception, noted the Champrenault report, which observes that the rise of “prostitution 2.0” complicates investigations.
