President Vladimir Putin signed a decree on "providing humanitarian support to the population of Donetsk and Luhansk regions of Ukraine" for the period "until a political settlement."

The document was published on the official Internet portal of legal information.

The decree, in particular, presupposes a number of measures aimed at easing the conditions for admitting goods from certain regions of the self-proclaimed DPR and LPR to the Russian market.

“I decide: the Russian government, within a month, to ensure, as an exception, for a period until a political settlement of the situation in certain areas of the Donetsk and Luhansk regions of Ukraine on the basis of the Minsk agreements: recognition in Russia as valid certificates of the origin of goods issued by bodies (organizations) actually operating on the territory of these areas, ”the document says.

Also, the Russian leader instructed to admit goods from these areas on equal terms with Russian goods "for the purpose of purchasing goods to meet state and municipal needs and purchasing goods by certain types of legal entities."

In addition, the President instructed not to apply quantitative restrictions on exports and imports in relation to goods, the movement of which occurs across the state border of Russia to these territories of the DPR and LPR, with the exception of a certain type of goods, the list of which, according to the decree, must be determined.

Putin also ordered to organize checkpoints on the border through which goods from Donbass will be transported.

The head of state also instructed to develop and introduce the necessary changes to the legislative framework.

It is clarified that the document was signed in order to protect the rights and freedoms of citizens and provide humanitarian support to the population of certain areas of Donetsk and Luhansk regions of Ukraine and "to prevent a further decline in living standards in the context of the ongoing economic blockade."

The measures listed in the document were also taken against the backdrop of a worsening situation in connection with the spread of coronavirus and based on the norms of international humanitarian law.

In July, the press secretary of the President of Russia Dmitry Peskov on the air of the program “Moscow.

Kremlin.

Putin "said that the Russian side will continue to provide humanitarian assistance to Donbass.

The Kremlin spokesman noted that Moscow, Paris and Berlin are doing everything possible to ensure the implementation of the Minsk agreements.

He also stressed that the settlement of the situation in the south-east of Ukraine is possible only with the implementation of a set of measures.

“Of course, Moscow, in any case, will not close its eyes to the humanitarian problems of several million people who have been rejected by their state and taken into a terrible blockade by their state.

Russia has provided humanitarian aid and will continue to do so, ”he said.

Recall that Moscow has repeatedly pointed out that Moscow is not a party to the conflict in southeastern Ukraine, but will not leave the Russian-speaking population living in these territories in trouble.

“Russia has never been a party to this conflict.

But Russia has always said that it will not remain indifferent to the fate of the Russian speakers who live in the southeast of the country, "Peskov said in an interview with Pavel Zarubin in the Moscow.

Putin ", which was shown in April on the TV channel" Russia 1 ".

In addition, in December 2020, during the annual press conference, the Russian leader emphasized that nothing has been unlocked in Donbass from the point of view of the economy and social sphere.

He expressed the opinion that a settlement in Ukraine is inevitable, but largely depends on the Ukrainian authorities.

“Russia both supported Donbass and will continue to support it.

We will even increase our support for Donbass, ”the president added.

He clarified that this concerns production issues, the solution of social problems and infrastructure issues.

In April 2019, Russian President Vladimir Putin signed a decree on the simplified receipt of Russian passports for residents of some areas of Donbass.

As stated by the Russian leader, such a measure is aimed at protecting human rights and is a matter of “purely humanitarian nature”.

“But to endure a situation in which people living on the territory of these Donetsk and Luhansk republics are generally deprived of any civil rights whatsoever is already overstepping the boundaries from the point of view of human rights,” the Russian president said.
