Officials of the 15 member countries of the Abu Dhabi Dialogue, which held its sixth session in Dubai at the end of last month, adopted an Emirati project to invest technology in the governance of labor movement between countries, by building an integrated regional digital platform that facilitates labor movement.

In detail, the sixth consultative ministerial meeting of the "Abu Dhabi Dialogue", which was organized by the state during the period from 26 to 28 last October, headed by the Minister of Human Resources and Emiratisation, Dr. Abdul Rahman Al Awar, and with the participation of ministers concerned with labor issues in 16 member states of the "dialogue". To adopt topics and projects related to the policies and governance of labor mobility between member states, for the purpose of work, with the participation of representatives from international and regional organizations and private sector institutions.

The Abu Dhabi Dialogue, which was established in 2008, is considered the first regional forum for dialogue and cooperation between Asian countries that send and receive workers, with the aim of identifying best practices for labor mobility between these countries.

The participants in the dialogue adopted an Emirati project to deal with the challenges faced by member states in their quest to build an integrated regional digital platform that facilitates the movement of labor, after discussions on “investing technology in the governance of labor mobility” concluded that technology plays a very important role in managing the movement of labor Employment, as it specifically provides the possibility of finding effective solutions to current challenges, including increasing transparency in the recruitment process, and reducing recruitment costs.

The participants agreed that there are three challenges faced by member states in their quest to build an integrated regional digital platform, although the technology needed to create this platform is widely available. It relates to information ownership and security, while the final challenge is the division of costs and fees.

During the dialogue meetings, the participants stated that to meet these challenges, it is necessary to design the labor mobility system based on clearly defined goals and policies, so that it is able to quickly adapt to changing requirements, and is able to withstand unexpected shocks that may affect it, while the representatives of countries recommended Members of the Abu Dhabi Dialogue, that the best way to create a regional digital platform to facilitate labor mobility, is to start with a limited scope that goes beyond current organizational structures, and focuses on capacity building related to a specific project being tested or piloted, considering that the UAE-Philippines pilot project on the alternative model of labor employment, as the starting point.

An alternative model project for pilot employment, the details of which were obtained by "Emirates Today", allows the UAE and Philippine governments to monitor and supervise the recruitment process between the two countries, as a model for the first joint program to encourage fair employment, which observes moral principles, among the member states of the Abu Dhabi Dialogue, Where the process begins with entering the employer who will be selected by the project, and uploading the workers application form, including entering some information, including the number of jobs to be employed, job specifications, contract type, wages, including salary range, housing allowance, and living allowances travel, and necessary qualifications (as applicable).

According to the project, the system of the Ministry of Human Resources and Emiratisation records the application form, and in the event that no action is taken within 24 hours by the Ministry’s employees, a notification will be sent to the follow-up request, provided that a Ministry of Human Resources and Emiratisation employee reviews and checks the contents of the application form manually. For example, to check if there are UAE nationals already available to work on the same vacancy.

If the application form is approved, it will be made available on the website for access by DOL employees, who will be notified within 24 hours if they do not take any action regarding the application.

3 challenges

With the Abu Dhabi Dialogue, countries face three challenges, in their quest to build a regional digital platform that facilitates labor movement:

■ Subsequent integration of existing national IT systems.
