While the Social Security budget, heavy with 500 billion euros and disputed on many points, passes the Senate dominated by the right, we could have expected many changes to the text Tuesday evening.

The main one is finally good news: the forecast deficit has been reduced to -20.4 billion euros, according to an amendment introduced by the government, due to the improvement in macroeconomic assumptions.

The centrist rapporteur Elisabeth Doineau regretted "late elements", "but as these are gains for social security, we will not shy away from our pleasure".

The modification represents "an improvement of 1.2 billion euros compared to the text adopted at first reading by the National Assembly", indicated the Minister in charge of Public Accounts Olivier Dussopt.

This budget thus takes into account "the growth acquis for 2021 which will improve 2022 revenues to the tune of 2 billion euros", despite 5 billion which remain provisioned to deal with the consequences of Covid-19.

Green light for the extension of salary increases at Ségur de la Santé

The Senate also gave the green light to the extension of the salary increases granted during the Health Segur to some 20,000 additional caregivers, employees of establishments for disabled people funded by the departments, a measure announced Monday by Jean Castex. The revaluations planned for January 1, 2022 are thus brought forward to November 1, up to 183 euros per month for professionals working in disabled homes and establishments at the expense of the departments.

If several senators welcomed this "progress", the rapporteur Philippe Mouiller (LR) deplored the "particular method" which leads the Senate to be informed of an amendment by way of the press.

The Chamber also went against the government's text, widely rejecting the multi-year financial trajectory provided for by the social security financing bill for 2022. “We went from a health crisis to a structural crisis of debt ”, according to Elisabeth Doineau, who deplores the absence of“ any strategy for the recovery of social accounts after the crisis ”.
