The French president announced on Tuesday, November 2, the launch on March 1, 2022 of a “Youth Engagement Contract”.

It offers those under 25 without training or employment for several months an allowance of up to 500 euros per month in exchange for 15 to 20 hours per week of training or support.

Inspired by the Youth Guarantee, an intensive support program with recognized success, this project was announced on July 12 by Emmanuel Macron to help return to employment of young people "

without resources and without prospects

 " and "

to put end to this mess,

”said the Head of State on Facebook.

This allowance will be paid "

subject to income, attendance and acceptance of activity offers

 ", underlines the French president.

To avoid any confusion with a young RSA which it does not want, the executive chose the term "

contract of engagement

" rather than that of "

income of engagement

 " used on July 12th.

Bercy slows down the project

Emmanuel Macron dreamed of a shock measure for the youth.

He wanted to make this commitment income

the

social marker of the end of his five-year term.

A monthly income for young people in greatest difficulty, subject to conditions.

In exchange, the beneficiaries agree to follow a training course.

A “give and take” contract, recalls

Julien Chavanne

, from the political service.

But very quickly, Bercy released the brakes.

The economic recovery is there but the workforce is lacking, hammered the Ministry of the Economy, where we were also worried about taking out the checkbook again after the abysmal bill of "Whatever it costs" .

Between 500,000 and 600,000 young people

Endlessly rejected, engagement income has been blamed for dead on several occasions.

Part of the government no longer believed it.

Here at six months of the presidential election, Emmanuel Macron leaves the project of the boxes but it will not be the "big night".

The Élysée has lowered its ambitions: precarious workers are not ultimately included.

It is only young people without jobs or training who will be affected.

Between 500,000 and 600,000 people.

It is half less than what was initially imagined.
