This is stated in a report published by the Office of the Director of US National Intelligence.

"The intelligence community believes that the SARS-CoV-2 virus, which leads to COVID-19, probably originated and infected a person as a result of a small contact no later than November 2019, the first known cluster originated in the Chinese city of Wuhan in December 2019," noted in the text of the document.

In August, the US intelligence community published declassified excerpts from a report to President Joe Biden on the origins of the coronavirus. 

The intelligence services have not come to a single conclusion regarding the origin of COVID-19.

They believe two hypotheses are plausible: natural contact with an infected animal and an incident in the laboratory.
