On October 27, 2021, State Councilor and Minister of Foreign Affairs Wang Yi attended the second meeting of Afghanistan’s neighboring foreign ministers in the form of a video speech.

  Wang Yi said that the first meeting of Afghanistan’s neighboring foreign ministers held in September this year was a pioneering move. It officially launched the coordination and cooperation mechanism for Afghanistan’s neighboring countries, issued a rich joint statement, established a political consensus to work together to respond to changes in Afghanistan, and demonstrated that the neighbors The unique role of the country has clarified the reasonable concerns of neighboring countries and has been valued by the international community.

China is willing to work together with all parties to continue to give full play to the advantages of neighboring countries, highlight the characteristics of neighboring countries, strengthen cooperation between neighboring countries, and contribute to the realization of long-term peace and stability in Afghanistan based on the advantages of neighboring countries.

  Wang Yi pointed out that Afghanistan is at a critical stage of transitioning from chaos to governance. Challenges and opportunities coexist, difficulties and hopes coexist.

As neighboring countries, we all hope to see an Afghanistan with peace and stability, economic development, national harmony, and good-neighborliness.

The recent international community, including the "Moscow Model" meeting that ended a few days ago, also expressed expectations and concerns about the development of the situation in Afghanistan.

Facing the new situation, we should respect Afghanistan’s sovereignty, independence, and territorial integrity, and adhere to the principle of “Afghan-led and Afghan-owned” principles, further strengthen coordination and cooperation on Afghan-related issues, promote the stability of the situation in Afghanistan, and prevent security in Afghanistan. The problem spills over and supports Afghanistan in embarking on a path of good governance and good governance.

  Wang Yi made four suggestions:

  First, we must actively contact and guide.

We must attach importance to the adaptability and plasticity of the Afghan Interim Government, engage in dialogue and exchanges with it in a rational and pragmatic manner, increase mutual trust, and exert positive influence.

Promote Afghanistan to adhere to a broad and inclusive political orientation, implement a moderate and stable domestic and foreign policy, effectively protect the rights and interests of ethnic minorities, women and children, and at the same time resolutely combat terrorism and develop good-neighborly and friendly cooperation.

It is inevitable that there will be differences between neighboring countries, but stalemate and confrontation are not a long-term solution. We should take a forward-looking spirit, take care of each other’s concerns, and seek peaceful coexistence.

  Second, we must expand multilateral coordination.

It is necessary to promote the complementary and synergistic forces of various Arab-related mechanisms, and support the United Nations to play a key coordinating role in maintaining stability, preventing chaos, and providing emergency assistance.

Urges the United States and other Western countries to assume primary responsibility for Afghanistan’s emergence and rebirth. At present, the unilateral sanctions on Afghanistan should be lifted as soon as possible, so that Afghan national assets can be used for urgent needs of the people’s livelihood as soon as possible.

The World Health Organization should also strengthen coordination and provide more vaccines and medical protection materials to help Afghanistan control the new crown epidemic as soon as possible.

  Third, we must strengthen anti-terrorism cooperation.

Not only must we encourage the new Afghan regime to draw a clear line between terrorist forces, but also support it to independently, resolutely, and effectively combat all kinds of extreme terrorist organizations, including the "Islamic State" and "East Iraq Movement."

Actively consider launching bilateral and multilateral anti-terrorism dialogue and cooperation with Afghanistan at an appropriate time.

Build a united front against terrorism through multilateral platforms such as the United Nations and the Shanghai Cooperation Organization.

  Fourth, we must advance peaceful reconstruction.

As a neighboring country, it should take coordinated and effective actions to gradually expand economic and trade exchanges with Afghanistan, explore the interconnection of infrastructure, and help Afghanistan participate in the cooperation process of jointly building the "Belt and Road".

The World Bank and the International Monetary Fund should also consider how to resume financing support for Afghanistan to help Afghanistan embark on a path of sound development.

  Wang Yi said that as a responsible major country and a neighboring country, China has always played a constructive role on the Afghan issue.

At the first foreign ministers' meeting, China announced that it would provide 200 million yuan of emergency humanitarian assistance to Afghanistan. The first batch of aid materials have arrived in Kabul, and the remaining materials are being shipped one after another.

China will continue to provide support and assistance to the Afghan people within its capacity.

China is willing to work with all parties to promote the stable and far-reaching coordination and cooperation mechanism of Afghanistan's neighboring countries, and play an active role in helping the Afghan people live and work in peace and prosperity at an early date and achieve peaceful development.

  Participants emphasized that the current situation in Afghanistan is at a critical period, and neighboring countries and countries in important regions should coordinate their positions in a timely manner, take necessary measures, and play a greater role.

The country that is primarily responsible for Afghanistan’s current predicament should earnestly fulfill its commitments and provide Afghanistan with urgently needed assistance.

On the premise of respecting Afghanistan’s sovereign independence and territorial integrity, the international community should actively engage in dialogue with Afghanistan, encourage and guide Afghanistan to form an inclusive government, implement a moderate and prudent domestic and foreign policy, and earnestly fulfill its commitments to firmly combat terrorism, and protect women, children and women. Ethnic minorities have the right to live in harmony with countries around the world, especially neighboring countries.

Call on the international community and the United Nations and other international organizations to provide more emergency humanitarian assistance to Afghanistan, deepen economic cooperation and interconnection with Afghanistan, and help Afghanistan achieve security, stability and economic reconstruction.

  The meeting was held in Tehran, the capital of Iran, with a combination of online and offline methods.

The meeting was presided over by Iranian Foreign Minister Abdullahhiyan. Iran’s First Vice President Mohbel delivered an opening speech, and UN Secretary-General Guterres delivered a video speech.

Turkmenistan’s Deputy Prime Minister and Foreign Minister Meredov, Pakistan’s Foreign Minister Qureshi, Tajikistan’s Foreign Minister Mukhridin, and Uzbekistan’s Foreign Minister Kamilov attended the meeting. Russian Foreign Minister Lavrov delivered a video speech.

Yue Xiaoyong, Special Envoy for Afghanistan Affairs of the Ministry of Foreign Affairs of China, attended the meeting.

According to the consensus of all parties, the third foreign ministers' meeting will be held in China in 2022.
