. Both govern in a minority supported by parties located further to the left in the parliamentary arch. The first, the Spanish, is facing these days one of the most delicate moments, if not the most, of his government agreement with Podemos, which has shaken the coalition. The Portuguese prime minister is heading for snap elections early next year. And that instability has inexorably marked this 23rd meeting between the two countries, which is now promised to be held every year.
However, and unlike - as Pedro Sánchez himself explained to the media - from what happens in Portugal, where the 'electoral button' is not pressed by the prime minister but by the president of the Republic, in Spain the uncertainty does not reach, less for now, to both. This was stressed by the President of the Spanish Government: "I hope that the legislature will hesitate until 2023." It is true that he expressed a wish and it will also have to be confirmed with the approval of the budgets, where Esquerra and PNV are already threatening around the corner.
What was clear throughout the day in Extremadura are the differences - despite the gestures during the meeting that Sánchez intentionally caused to calm the waters - between the two vice presidents, Nadia Calviño and Yolanda Díaz. They do not hide it. Sitting next to each other at the signing of the agreements and at the press conference in the afternoon, they did not look at each other, not even in the space of time between the two acts. They did not coincide in the groups that formed with their Portuguese counterparts and with the journalists. One with her back to the other. They did it only once, in a joint photo of the majority of the ministers of both countries that was improvised shortly before Sánchez and Costa intervened. Nothing more. In fact,In those groups, Díaz made it perfectly clear that the problem is not the PSOE or Sánchez at the time of the labor reform, but rather a part of the Government. Sánchez did not go any further, who pulled the manual when asked by the press: "It is necessary to recover the consensus that was broken in 2012 by the PP with the different social agents" to insist that this is a government that complies with his commitments - he snapped, both with the legislative pact signed by Podemos which included eliminating the labor reform but also, he specified, the agreement reached with
