According to Albert Khabibullin, head of the republic's state council committee on state construction and local self-government, the presented version of the draft law “On general principles of organizing public power in the constituent entities of the Russian Federation” “departs from establishing general principles of legal regulation of the activities of state authorities” in Russian regions.

In turn, the Chairman of the State Council of Tatarstan Farid Mukhametshin noted that the deputies will return to this issue after being adopted in the first reading and will “prepare, as always, proposals” for this draft law.

“Today (it is proposed) to limit ourselves to such information of the profile committee and to adopt the prepared draft resolution,” he said.

At the end of September, a draft law “On general principles of organizing public authority in the constituent entities of the Russian Federation” was submitted to the State Duma.

The document stipulates that the position of the region's top official will be called "the head of a constituent entity of the Russian Federation", and it also removes the ban for heads of constituent entities to be elected for more than two consecutive terms.
