She emphasized that in accordance with the law "On Basic Guarantees of the Rights of the Child in the Russian Federation," government bodies are taking measures to protect children from information that may harm their health, moral and spiritual development.

Currently, as explained by the children's ombudsman, the owner of a website or social network is obliged to monitor the content in order to identify materials with pornographic images of minors or, for example, containing information about ways of committing suicide.

But there is no obligation to monitor in order to find information that promotes non-traditional sexual relations, Volynets explained.

According to her, it is necessary to foresee and amend Part 5 of Art.

10.6 of Federal Law No. 149.

As Volynets emphasized, in order to promptly respond, remove illegal content and timely include it in the register, it is also necessary to amend the decree of the government of the Russian Federation dated October 26, 2012 No. 1101 and provide an opportunity for the Ministry of Internal Affairs and Roskomnadzor, along with the Federal Agency for Youth Affairs, to make appropriate decisions in relation to the disseminated prohibited information.
