), the work of all enterprises and organizations in the territory of the city of Moscow should be suspended, with the exception of organizations that ensure the functioning of the city infrastructure, enterprises of a continuous cycle and some others, whose activities cannot be terminated. in accordance with the decree of the President of the Russian Federation, ”Sobyanin wrote.

Also, for 11 days, the work of non-food stores, cinemas, gyms is suspended, the provision of public services in the centers "My Documents" and the premises of the city authorities, the activities of catering establishments can be organized only for take-out. At the same time, the restriction will not affect pharmacies, grocery stores and remote services will work. At the same time, theaters and museums can continue to work with the condition of 50% occupancy of the hall and the use of QR codes. In addition, it is prohibited to hold mass cultural, entertainment, sports, advertising, entertainment and other events, and vacations are announced in schools and kindergartens.

In addition, from November 8, free travel passes for elderly Muscovites over the age of 60 and chronically ill citizens will be suspended.

It is emphasized that the blocking of social cards will not affect citizens who have had COVID-19 in the last six months or have been vaccinated.

From the same date, the mandatory use of QR codes and protective masks is introduced at mass events with the simultaneous presence of more than 500 people.

At the same time, theaters and museums can operate under similar conditions and a maximum 70% occupancy rate.

According to Sobyanin, the decision to introduce non-working days from October 28 was made due to the fact that the epidemiological situation "in Moscow continues to develop according to the worst scenario."

The Mayor expects that "historic peaks in the incidence of COVID-19" will be reached in the coming days.

“As experience shows, non-working days are the most effective way to reduce morbidity and mortality from COVID-19, since they allow you to break the maximum number of chains of the spread of the disease in a short time,” Sobyanin said.

On October 21, the media, citing the Ministry of Education, reported on the preparation of a document recommending schools to declare the days from October 30 to November 7 as holidays, adding them to the vacation days running according to the schedule.

“In the regions where the non-working period will be announced earlier than October 30, the Ministry of Education recommends including these days in the holidays.

At the same time, schools will need to provide for the adjustment of educational programs, ”the message says.
