Transition in Chad: two delegations from the Technical Dialogue Committee in Egypt and France

In Chad, the authorities officially launched Monday, October 18, the first two contact missions with the rebels in exile.

These two missions are initiated by the Special Technical Committee chaired by former President of Chad Goukouni Weddeye.

Objective, according to the terms of the press release: to exchange views with politico-military officials and invite them to participate in the national dialogue scheduled for November.

The stake is important because for many observers, the participation of the rebels in the dialogue will be a pledge of its credibility and success.

A first delegation is in Egypt, led by a senior air force officer, General Mornadji Mbaissanabe Karouba. The second is in France, led by Mahamat Allamine Bourma, former Minister of Finance. Two tenors of Idriss Déby's regime appointed to conduct initial contacts qualified as "sensitive" by the Technical Dialogue Committee.

At this stage, the committee refuses to specify who are the politico-military contacted. France is not, however, a destination chosen by chance: this is where Mahamat Nouri lives, president of the UFDD who almost overthrew Idriss Déby in 2008. This former ally of President Hissène Habré and then of Idriss Déby, became the leader of an opposition party and an armed rebellion, was

arrested in France

and indicted in June 2019 for “crimes against humanity” by French justice. He was

provisionally released in March 2020

due to the health crisis. It is also in France that

On the agenda, according to a security source, the conditions for participating in the dialogue.

Contacted, some executives of rebel groups affirm that the general amnesty will be one of the non-negotiable conditions ... For others, it is still too early to decide.

First of all, they want to ensure the sincerity of the authorities' approach.

These rebel officials say they are now waiting to be informed about the exact location and modalities of the meetings.
