Mateusz Morawiecki warned this Monday, October 18, in a letter addressed to other European leaders, against the risk for the European Union of becoming a "

 body managed centrally by institutions devoid of any democratic control 

".

According to the head of the Polish government, this is a " 

dangerous phenomenon which threatens the future of our union

 ". But, he assured, Poland will remain a “ 

loyal member

 ” of the European Union

. He also called on European leaders to remain " 

open to dialogue

 " on EU reform: " 

I sincerely believe that together, in a spirit of mutual respect and understanding, without imposing our will on others, we can find a solution which will strengthen our European Union.

 "

This letter is sent just before a summit of European leaders to be held this week, and shortly after a

judgment of the Polish Constitutional Court

, delivered at the beginning of the month, which calls into question the primacy of Community law.

This judgment was widely criticized by other members of the European Union, such as France and Germany, but not by Hungary.

It could constitute, according to many analysts, a first step towards Poland's exit from the European Union.

Polish judicial reforms challenged by the EU

The Polish court ruled that parts of the EU treaties were " 

incompatible

 " with the Polish constitution and warned the European Union Court of Justice against interfering with judicial reforms in Poland.

These reforms, implemented by the right-wing nationalist populist Law and Justice (PiS) party in power in Poland, have for years been a bone of contention between Warsaw and Brussels.

The European Union considers that they undermine the independence of the judiciary and could set back democratic reforms.

The Polish government claims that they are necessary to eradicate corruption in the justice system.
