Reporter: In recent years, the development achievements of China's information and communication industry are obvious to all.

What measures has the Ministry of Industry and Information Technology taken to create a fair and competitive market environment for the development of the information and communication industry?

Xiao Yaqing: Information and communication technology innovation is very active, and the development of the information and communication industry is increasingly integrated with thousands of industries and closely related to thousands of households.

The importance of creating a market environment for fair competition in the information and communication industry is even more prominent.

The Ministry of Industry and Information Technology has always placed the creation of a good market environment in a prominent and important position. The first is to improve the regulatory system and methods.

A series of regulations have been issued successively, and a relatively complete system of competition rules in the telecommunications and Internet markets has been established.

It has clarified the regulatory boundaries of Internet information service operations and market competition behavior compliance, and put forward requirements such as "telecommunications business operators shall not implement unfair competition in any way", which has laid a solid system for promoting corporate compliance operations and strengthening market supervision. Base.

The second is to strengthen supervision and law enforcement.

In terms of key links, in-depth special clean-up actions for "black bandwidth" in the network access market have been carried out, and a number of companies that violate laws and regulations have been investigated and dealt with.

Regarding key locations, we continued to strengthen the standardized management of the campus telecommunications market, and increased the investigation and punishment of unfair competition behaviors in broadband services in commercial buildings, and vicious competition was effectively curbed.

In terms of people's livelihood concerns, we organized a special rectification of APP infringement of users' rights and interests. Since 2020, a total of 1.83 million APPs have been tested.

The third is to innovate the regulatory mechanism.

Continuously improve the Internet collaborative supervision and linkage disposal mechanism, jointly carry out cross-departmental network-related special governance work, and investigate and deal with 73,000 illegal websites and APPs in accordance with the law.

Establish and complete a credit management mechanism based on lists of bad and dishonest telecommunications businesses, and publicize 51,900 companies with bad lists.

In the next step, our department will pay more attention to improving the long-term and after-event supervision mechanism, and strive to achieve new breakthroughs in platform governance, technological improvement, and coordinated and integrated supervision, and actively create a fair and just good for all types of enterprises to participate in the information and communication market. environment.

Reporter: In July this year, the Ministry of Industry and Information Technology launched a six-month special rectification action for the Internet industry.

How is the current progress?

Xiao Yaqing: The Internet industry's special rectification actions focus on 4 aspects and 8 types of issues, including disrupting the order of competition, infringing on user rights, threats to data security, violation of qualifications and resource management regulations, and involving 22 typical violation scenarios.

Since July, we have adhered to the bottom line of safety, intensified rectification efforts, and promoted rectification work in different categories.

In response to typical violation scenarios, multi-channel collection of problem clues and social complaints and reports, establishment of problem accounts after verification, and strict implementation of responsibilities.

For enterprises with large social impacts and many complaints and reports, we will carry out administrative guidance at multiple levels and in multiple ways, strengthen key supervision, and urge enterprises to rectify and reform strictly and promptly.

We use technical means to carry out online inspections, detect and verify progress in a timely manner, and promote item-by-item rectification.

At present, corporate compliance awareness has generally increased, internal management systems have been gradually improved, and some prominent problems have been initially resolved. For example, the discovery rate of major Internet companies’ open-screen pop-up information "cannot be closed" has dropped from 69% to basically zero. "Chaotic jump" decreased from 90% to 1%.

In the next step, we will continue to deepen the special rectification actions of the Internet industry, take comprehensive targeted measures, and strive to create a fair competition, safe and orderly Internet market environment.

Focus on three aspects of work: One is to compact the main responsibility of the enterprise.

Supervise Internet companies to iteratively improve products and services, and continue to enhance user perception.

The second is to strengthen supervision and inspection.

Comprehensive use of on-site inspections, dial test inspections, technical testing, effect evaluation and other methods to timely grasp the compliance status of Internet companies.

Enforce law enforcement accountability for companies that have not rectified thoroughly, and resolutely investigate and punish violations.

The third is to improve the coordination mechanism.

Strengthen coordination and cooperation with relevant departments to form a supervisory force.

Guide leading companies in the industry to set an example, strengthen mutual communication, take the lead in implementing the Internet industry management standards, and expand more space for the growth of small and medium-sized enterprises, so that all types of enterprises can achieve healthy and orderly development under fair and reasonable rules.
