The head of the High Council of State in Libya called on the High National Elections Commission not to adopt the electoral law submitted by the House of Representatives, while the Secretary-General of the United Nations, Antonio Guterres, welcomed an action plan to remove mercenaries and foreign fighters from the country.

Libyan media have published a letter sent by Al-Mashri to the Electoral Commission, asking it to reject the electoral law proposed by the House of Representatives.

Al-Mashri justified his request that this procedure violates the political agreement and the constitutional declaration, and demanded that this law not be adopted until consensus on it with the House of Representatives.

The High Electoral Commission in Libya announced on Monday that it had officially received the parliament election law issued by the House of Representatives held in the eastern city of Tobruk.

This came in a statement published by the Commission on its Facebook page regarding the law, Article 20 of which sparked controversy in the political community.

This article stipulates that the current parliament will set the date of the new parliament’s elections 30 days after the adoption of the election of the country’s president, which the rejectionists considered a violation of a road map, sponsored by the United Nations, which stipulates that the presidential and parliamentary elections will coincide on December 24.

The Electoral Commission said, in its statement, that it had received Law No. 2 of 2021 issued by the House of Representatives regarding the election of the House of Representatives.

And she continued, "The law includes 46 articles that contain preliminary provisions for the formation of the House of Representatives, as well as conditions for nomination and voting procedures."

For some time now, the Libyan arena has been witnessing tensions due to disagreements over electoral powers and laws, which threaten to put obstacles in the way of the political track sponsored by the United Nations.

In a related context, the Secretary-General of the United Nations, Antonio Guterres, welcomed the approval of the Joint Military Committee 5 + 5 action plan to remove mercenaries and foreign fighters from Libyan territory.

This came in a statement issued by Stephane Dujarric, spokesman for the Secretary-General of the United Nations.

On Friday, the committee concluded three-day meetings in the Swiss city of Geneva, and at the end announced the adoption of an action plan to remove all mercenaries and foreign forces from Libyan territory gradually, balanced and synchronously, without setting dates.

"The action plan to remove mercenaries and foreign fighters from Libya is the cornerstone of implementing the October 2020 ceasefire agreement," Dujarric said.

The UN spokesperson called on all Libyan and international actors to work to implement this action plan.
