The objective is multiple for Emmanuel Macron who wants to "

learn the lessons of the pandemic

" and who believes that the crisis "

has touched our vulnerability"

in a world made of ruptures and which is accelerating.

For the Head of State, France must regain its independence and regain its greatness in several areas.

In the wake of the “France relaunch” plan presented in September 2020 and endowed with 100 billion euros, the Head of State put forward ten priorities with the idea of producing better with a lower carbon footprint.

A difficult equation.

To do this, it intends first to act in the energy sector, by continuing to focus on nuclear power.

The construction of small modular reactors with a power much lower than EPR, and which are a lower cost alternative, and deemed safer, is highlighted.

Another priority is to be a leader in the field of green hydrogen with the objective of acquiring two

giga-factories

of electrolysers.

In the field of transport, the Head of State wants France to produce the first low-carbon aircraft by 2030 and 2 million electric and hybrid vehicles by the same horizon.

Another area of innovation and public investment: agriculture and agrifood, with the idea of setting a fairer price for producers while decarbonizing as much as possible.

Robotics as well as digital and genetics are three important levers to achieve this.

A delay to catch up

France has made mistakes in the past, underlined Emmanuel Macron, by opposing start-ups and industry.

France must now catch up with a delay of fifteen or twenty years on certain European neighbors.

Also citing China a lot, Emmanuel Macron insisted on the importance of securing our access to certain essential elements such as materials and components which are scarce in these times of global economic recovery.

The country's relationship to failure must also change for France to regain its position as world leader in certain areas.

That of space in particular, and the deep seabed, that the Head of State wishes to highlight.

He wants the French to be pioneers again, and to participate in new great odysseys, on the model of what the Americans are doing in space with the company Space X.

The field of health is also mentioned.

As we know, France has not produced a vaccine against Covid-19.

However, the country has the infrastructure and human capacities to innovate.

In particular, efforts will be focused on the production of at least 20 bio-drugs against cancer by 2030.

Finally, another aspect, that of the cultural and creative content industry, a niche where the Americans are very present. It is a little the return of the French cultural exception, but without nostalgia, hammered the Head of State who insists on the importance of being able to build a French imagination in the minds of the youngest. This involves training professionals, the emergence of creation studios and encouraging the creation of content against large groups such as Amazon or Netflix. It is a sector where competition is fierce and where the State wants to help trigger private investment.

In the end, it is "

a battle that France must lead

" to regain a certain aura and a place in the world, in technological, industrial, but also cultural matters.

It is ambitious and "

there will be a lot of failures

", specifies the Head of State.
