The Cabinet, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, approved the general budget of the Federation for the years 2022-2026, with a total of 290 billion dirhams.
This came during His Highness presiding over the first cabinet meetings after the recent ministerial formation of the UAE government, which was held at Expo 2020 Dubai, in the presence of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, and Lt. General His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, and His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, where the Cabinet adopted a number of initiatives and decisions aimed at continuing the development journey and enhancing the leading position of the state, along with a number of Decisions, laws and legislation to develop government work.
His Highness Sheikh Mohammed bin Rashid Al Maktoum stressed that the UAE, as it enters the new fifty years, is proceeding with clear national priorities based on the principles of the fifty and a new methodology, supported by a flexible federal budget that keeps pace with changes and developments.
His Highness said: "We met at the Emirates Pavilion at the Expo... an exceptional pavilion under the supervision of the creative Sheikha Maryam bint Mohammed bin Zayed.. His Highness said during the meeting: "The adoption of the federal budget today... and the adoption of the new methodology for government work... is a message that we are heading towards greater, better and more beautiful federal years, God willing... and renewal is the year of life... and renewal is the secret of the UAE's superiority."
In the context of the meeting’s agenda, His Highness Sheikh Mohammed bin Rashid Al Maktoum approved new appointments in a number of federal agencies, in addition to the formation of a number of federal councils. His Highness said: “We approved the appointment of Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum as Chairman of the General Budget Committee. The Federation and Chairman of the Federal Tax Authority.. Sheikh Shakhbut bin Nahyan as Chairman of the Executive Committee of the UAE-Saudi Coordination Council.. and Abdullah bin Sultan Al Nuaimi as Chairman of the Judicial Coordination Council.
His Highness added: "We have approved the appointment of Mohammed bin Hadi Al-Hussaini as Chairman of the General Pension and Social Security Authority and Chairman of the Union Export Credit Company... and the appointment of Ahmed Belhoul as Chairman of the Higher Colleges of Technology Complex... and Maryam Al Muhairi as Chairman of the Emirates Council for Climate Change and Environment... All the best to everyone in their new assignments." .
His Highness added: "We also approved the establishment of the Emirates Infrastructure and Housing Council. The goal is to unify federal and local housing efforts, consolidate coordination with regard to road and infrastructure projects, and build an urban and housing road map for the United Arab Emirates."
His Highness also said: "We have also adopted cybersecurity standards for government agencies and proposed by the Emirates Cyber Security Council. Our borders in cyberspace are sovereign borders that we always need to protect and consolidate their defenses."
In government affairs, the Cabinet approved the appointment of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, as Chairman of the General Budget Committee of the Federation and Chairman of the Board of Directors of the Federal Tax Authority, and the appointment of Mohammed bin Hadi Al Husseini as Minister of State for Financial Affairs as a member of the Board of Directors of the Federal Tax Authority.
The re-formation of the Executive Committee of the Saudi-Emirati Coordination Council was also approved, headed by Sheikh Shakhbut bin Nahyan bin Mubarak Al Nahyan, Minister of State, and the membership of: the Minister of Energy and Infrastructure, the Minister of Education, the Minister of Industry and Advanced Technology, the Minister of Economy, and the Minister of State for Financial Affairs. In the same context, the Council approved the appointment of Muhammad bin Hadi Al-Husseini, Minister of State for Financial Affairs, as Chairman of the General Pension and Social Security Authority and Chairman of the Union Export Credit Company, and the appointment of Abdullah bin Sultan Al-Nuaimi, Minister of Justice, as Chairman of the Judicial Coordination Council, and the appointment of Dr. Ahmed Belhoul Al Falasi, Minister of State for Leadership Business and Small and Medium Enterprises as Chairman of the Higher Colleges of Technology, and the appointment of Maryam bint Mohammed Al Muhairi, Minister of Climate Change and Environment, as Chairman of the Emirates Council for Climate Change and Environment.
The Council also approved the restructuring of the Board of Directors of the Emirates General Petroleum Corporation, for a period of three years, subject to renewal, headed by Suhail bin Mohammed Al Mazrouei, Minister of Energy and Infrastructure, and the membership of a number of personalities with specialized and diverse experiences in many fields that serve the Corporation towards achieving its goals and aspirations.
The Cabinet also approved the establishment of the Emirates Infrastructure and Housing Council headed by Suhail bin Mohammed Al Mazrouei, with the membership of representatives from local governments and a representative of the Executive Committee of the Initiatives of His Highness the President of the State.
The council will work on harmonizing and integrating the policies, strategies and projects of infrastructure and housing in the country, in line with national priorities.
The Council was also assigned to submit a detailed study for the next twenty years of housing needs (grants and loans) and present it to the Council of Ministers within a month.
The meeting also approved the implementation of the national cybersecurity standards issued by the Cyber Security Council to achieve the country’s strategic goals in protecting, securing and preserving all its gains in various sectors, and keeping pace with global standards in the field of cybersecurity.
In legislative affairs, the Council of Ministers approved the issuance of a federal law regarding the amendment of some provisions of the federal law to impose a federal customs tax on imports of tobacco and its derivatives, aimed at integrating the financial and economic systems in the country, and enhancing the role of customs authorities in the country in promoting customs compliance and combating the smuggling of harmful substances. community health.
In international affairs and relations, the Council approved, during its session, two agreements between the government of the country and the government of the Republic of Seychelles and the government of the Democratic Republic of the Congo regarding mutual administrative assistance and cooperation in customs matters.

During its session, the Council of Ministers approved the general budget of the Federation for the years 2022-2026 with a total of 290 billion dirhams, while the draft general budget of the Federation for the fiscal year 2022, the first year of the budget plan for the years 2022-2026, was approved with an estimated expenditure of 58 billion and 931 million dirhams.
The development and social benefits sector represents the largest proportion of the budget for the Federation 2022, amounting to 41.2%, distributed among public and university education by 16.3%, social affairs by 6%, the health sector by 8.4%, pensions by 8.2% and other services by 2.6%, while 3.8% was allocated to the infrastructure and economic resources sector.
