Because beyond the debates related to Russian-American relations, it was necessary to find a way to free the Under-Secretary of State from her Russian sanctions.
Victoria Nuland had been inadmissible for several years.
To allow this visit, which began on Monday, the United States has therefore agreed to withdraw a Russian diplomat from its sanctions.
Victoria Nuland's agenda is not known, but it is already certain that she will not receive the honors of Vladimir Putin.

According to the Russian press, a meeting with his assistant, Yuri Ushakov and the deputy head of the presidential administration, Dmitri Kozak should be organized.
There is also talk of a meeting with Deputy Foreign Minister Sergei Ryabkov.
The list of topics to be discussed was not disclosed either, but the topics for discussion.
