In his report, the Síndic de Greuges analyzes "from the perspective of fundamental rights" the pardons granted by the Government and considers it "shocking" that the Bureau of Congress "has served as a Constitutional Court and prevented" from processing the amnesty law.

He also recalls that the Council of Europe urges to end the criminal cases against the independence movement and asks the Parliament to follow up on this proposal.
