The cannabis debate returns with force to Congress because Más País and ERC have presented two bills that go beyond regularizing cannabis for medicinal use.

They propose that it is also legal to smoke it on the street from the age of 18 in a particular use similar to tobacco.

The leader of Más País, Íñigo Errejón, has stressed that his proposal wants to "break with the current hypocrisy" and end a prohibition that has not helped to reduce the use of cannabis, but has only promoted a "black market" that is he profits.

For their part, Republicans Gabriel Rufián and

Marta Rosique

have said that "not regulating it will not make it disappear" but will encourage it to continue clandestine purchases today.

United Podemos has also announced the presentation of a law to legalize cannabis, but both Más País and ERC have gone ahead and presented their proposals this Tuesday.

Likewise, last June the creation of a working group to study the regulation of cannabis for medicinal use was approved through a subcommittee in Congress that has not yet started.

In a press conference in Congress in which he presented the initiative, Errejón has claimed to be a "leading" country that follows in the wake of legislation that goes along these lines in Canada and the states of California and Colorado in the US.

In addition to fighting the drug market, Errejón has presented two other reasons to face the debate and approve this law.

One is "health": "It is safer to consume a substance regulated by the State than on the black market."

The other is the economic one: the legalization would bring to the surface, according to the exposed data, "3,000 million" euros and would mean the regularization and listing of some "90,000 jobs" in Spain.

That is more taxes that, in his opinion, should have as a final sense to allocate 60% to public health.

The proposal of Más País regulates all aspects of the legalization of cannabis: consumption in a similar way to tobacco from the age of 18, purchase, transport, self-cultivation, advertising, labeling or professional cultivation for sale. .

In addition to smoking, consumers will be able to go down the street with up to 10 times the necessary amount of daily consumption (a number of grams that is yet to be determined).

The initiative proposes that the sale of cannabis to the public is done in duly accredited establishments and that these have security systems that make it impossible for minors to access.

Cannabis use may not be penalized in the workplace, "as long as it is done during the employee's leisure time."

Yes, it may be punishable "if it affects the actions inherent to the job, an end that must be proven by the employer."

In the case of self-cultivation of cannabis, it is set at a maximum of 12 plants and powers greater than 1,200 watts may not be used for its production.

The storage at home of its derivatives of dry flowering will not exceed 3,650 grams.

Ciudadanos is in favor of supporting these initiatives to end the prohibition of cannabis.

Edmundo Bal has explained that legalization must have three maxims: freedom, guarantees and education.

"Ciudadanos is not in the policy of prohibition," he said, stressing that his party has been defending him for many years.

The PSOE spokesman, Héctor Gómez, has avoided commenting on these laws and has summoned the groups to address the matter within the framework of the congressional subcommittee that will study the issue.
