The "2021 China (Qufu) International Confucius Cultural Festival 7th Nishan World Civilization Forum" is organized by the Ministry of Education, the Ministry of Culture and Tourism, the Overseas Chinese Affairs Office of the State Council, the Chinese Academy of Social Sciences, the Chinese People's Association for Friendship with Foreign Countries, the International Confucian Federation, and the People of Shandong Province Co-hosted by the government.

In his speech, Pan Yue pointed out that for hundreds of years, overseas Chinese and Chinese people have always been the disseminators of Chinese civilization.

Overseas Chinese and Chinese people have always been the promoters of exchanges and mutual learning between Chinese and foreign civilizations.

In the keynote speech session, Pan Yue focused on explaining the roots and background of the five thousand years of Chinese civilization that has shaped the new form of socialism with Chinese characteristics. He talked about five aspects: first, Chinese civilization contains the way of unity and stability; second, The Chinese civilization contains the path of pluralism; the third is that the Chinese civilization contains the path of tolerance and openness; the fourth is that the Chinese civilization contains the path of responsibility ethics; the fifth is that the Chinese civilization contains the path of Zhongzheng and peace.
Pan Yue emphasized that we need dialogue instead of confrontation.

The Nishan World Civilization Forum is named after Nishan, the birthplace of Confucius. It is a platform for exchanges and mutual learning of civilizations with the exclusive theme of dialogue between world civilizations. It has been held every two years since 2010.
Starting in 2020, the Nishan World Civilization Forum has been integrated with the China (Qufu) International Confucius Cultural Festival and will be held once a year.
