Guinea: the key points of the transition charter unveiled by the junta

The charter provides that all people participating in the transition will be banned from candidacy in the next national and local elections, starting with the leader of the putschists and current head of state, Lieutenant-Colonel Mamady Doumbouya.

The charter, which will apply until the establishment of a new Guinean constitution, was unveiled Monday evening.

It determines the legal framework of the transition period, the duration of which has still not been fixed.

But we now know the bodies that will be put in place and the rules that govern them.

The RTG newspaper, the usual relay for state releases, opens an hour and a half late on Monday, September 27.

The presenter Adèle Camara begins the news by reading the entire charter of the transition defined by the junta which overthrew Alpha Condé on September 5.

Once the basic democratic principles have been listed, the text reveals the institutions that will accompany the transition, namely the National Committee for Rally and Development (CNRD), its president, a government and a National Transitional Council (CNT) which will act as of Parliament.

The latter will be composed of 81 members, ranging from political parties to the forces of the nation, including trade unions, employers, youth and defense and security forces. 

No member will be able to stand for the next election

After specifying the missions and duties of the various bodies, the document imposes a minimum of 30% of women in each group named in this CNT.

But one measure attracts all the attention: all people participating in the transition will be banned from candidacy in the next national and local elections, starting with the leader of the putschists and current head of state, Lieutenant-Colonel Mamady Doumbouya.

As promised by the CNRD, members of the government and heads of institutions in force under the regime of ousted President Alpha Condé are excluded from the transition, the duration of which will be set by the CNT and the nation's living forces.
