The region had applied for surveillance around the clock, but the court does not consider it justified.
The Administrative Court states that "surveillance interest weighs heavily in event-activated surveillance when special, clearly specified, events occur" for a limited time in exceptional cases.
These include the emergency department at Motala Hospital, as well as several entrances and exits at Vrinnevis Hospital in Norrköping and the University Hospital in Linköping.
