During the year, the police in Sweden were able to detain more than 400 people after eavesdropping on the chat apps Enchrochat and Anon.

After the strike, the occupancy rate in the country's institutions was 108 percent, but already in 2016, before the major raids, the Swedish Prison and Probation Service drew the government's attention to the lack of space.

- Plus that there are some bills from the government to abolish the youth discount, says Jan Wallin.

The costs per place will be cheaper

The changes mean that additional institutional places need to be created in Sweden.

In light of this, the Swedish Prison and Probation Service has chosen to create almost 600 new places in the country's prisons and prisons, just over ten percent of these places - 77 - are located in the northernmost part of the country, Haparanda and Luleå.

- We have had such small units here, which means that the places up here are more expensive than at larger units, so this investment is also for the national economy as it is possible to reduce costs per place, says Jan Wallin.

Safety glass and locks

The new buildings are modular houses to quickly meet the need for prison and detention places.

But despite the fact that they are built as modules, he does not believe that safety will be negatively affected.

- It will be equipped with shell protection so that you can not go through the walls, safety glass in the window, rejection and alarm fences and vehicle locks as it is today, he says.

Then you start to expand

The type of prison that Jan Wallin describes corresponds to security class two, which is the second highest security rating of a prison in Sweden, the highest level has, for example, Kumla, Saltvik and Hall.

- Class three are open institutions where the nearest north is Sörbyn in Västerbotten, an agricultural institution without a fence, he says.

The idea is that the construction of the modular houses will start in May next year in Haparanda and in October in Luleå.
