The Higher Education Adviser and Director of the Academic Accreditation Commission at the Ministry of Education, Dr. Muhammad Youssef Baniyas, told "Emirates Today" that the ministry's plans to upgrade higher education institutions are based on three main axes, first, adopting the strategic goals of the state and directing the government, which seeks to be institutions Higher education is classified globally, has international recognition, and is one of the best universities that attract international students. Therefore, there is no need to add new higher education institutions that do not rise in their educational systems to international levels, and it is better to provide the opportunity to attract the best 200 universities in the world, In addition to encouraging the orientation of small universities within the country to integrate.

He added, "This trend from the government does not prevent applications for licenses for new universities or higher education institutions, but our universities must be of international standards," referring to the state's need to establish applied and industrial higher education institutions linked to major industrial or service sectors in the country. The state, whether governmental, semi-governmental or private, whose establishment can be adopted by major companies, and in which the percentage of practical training exceeds 50%, including the model of the ADNOC Petroleum Institute, which was established by “ADNOC”, as well as the tourism sector can establish a higher education institute , so that the student obtains a higher diploma and works in the same place.

Regarding the warnings received by some universities and other higher education institutions, Dr. Bani Yas said: “The new criteria for evaluating higher education institutions divide universities into three categories, namely (high confidence), (medium confidence), and (low confidence), according to compliance with regulations. And the laws, procedures and requirements specified within the standards of institutional licensing and modern academic accreditation, and therefore the Commission for Academic Accreditation put a group of universities under surveillance, and issued warnings to them, in addition to closing other universities, due to committing a number of fundamental violations.

He stressed that closing the university does not negate the right of the student who studied there during the legal period of the institution’s work to approve his certificate, and in the event that the accreditation of the certificates of some graduates of these universities is temporarily suspended, this is for other objective reasons, including making sure that forgery did not occur, and not because of a decision Close the establishment.

He explained that merging two higher education institutions does not stop the accreditation of the certificates of their graduates, including the merger of the Petroleum Institute and Masdar Institute with Khalifa University, does not mean stopping the accreditation of the certificates of graduates of each of these institutions before the merger, but they are valid and recognized certificates, and the certificates of graduates of universities that It will be closed if the students finish their studies during the period of legal work of these universities, indicating that the Commission has closed 10 universities, and issued warnings to six others during the last three years.

With regard to the education system "double credit hours", Dr. Baniyas stated that the Ministry of Education encourages outstanding students at the high school level to register for university courses, and these courses will be counted within the student's study plan at the undergraduate level.
