According to the "Wildlife Protection Law of the People's Republic of China" (hereinafter referred to as "Protection Law"), for scientific research and other purposes, hunting, artificial breeding, and utilization of national key protected aquatic wildlife shall be approved by the relevant fishery authority.

The notice requires strict examination and approval of aquatic wildlife hunting and catching permits.

For scientific research, species protection and other purposes, scientific research units need to capture national key protected aquatic wild animals from the wild, or perform operations such as marking, sampling, and leaving water measurement on national key protected aquatic wild animals in the wild, they shall follow the "Protection Law" Article 21 Relevant regulations shall be reported to the competent fishery authority for approval in accordance with the law.

  The fishery authority shall entrust experts to conduct assessments in accordance with regulations before implementing approval.

If the research needs can be met by means other than capture, in principle, direct capture from the field is not approved.

If multiple scientific research institutes submit applications for capturing the same species at the same time, they should follow the principle of benefit sharing, through combined sampling, resource sharing, etc., to minimize the frequency and quantity of capture, and reduce the interference and damage to wild resources.

Relevant fishery authorities should strengthen the supervision of the capture process, and urge scientific research units to strictly follow the approved species, quantity, time, location, and capture methods to conduct capture operations to avoid or reduce harm to animals as much as possible.

The notice stated that the management of scientific expeditions for field resource surveys should be strengthened.

For unspecified species of national key protected aquatic wildlife to carry out activities such as field resource surveys, scientific research, etc., all species and quantities that may be involved should be reported to the fishery authority in accordance with the relevant provisions of Article 21 of the "Protection Law" approve.

When carrying out the above activities, operations such as capturing or marking, sampling, and leaving water measurement can be carried out within the approved types and quantities.

If a species that has not been reported for approval is caught, measures shall be taken to ensure animal safety as much as possible. In principle, the animals shall be released into the wild in time after necessary recording and other operations, and the relevant information shall be reported to the local fishery authority at or above the county level.

  Those who do not conduct field resource surveys, scientific research and other activities for the national key protected aquatic wild animals do not need to apply for a special hunting license, but they should be managed in accordance with the "People's Republic of China Fishery Law" and other relevant regulations.

If aquatic wildlife under national key protection is caught during the above activities, measures shall be taken to ensure the safety of the animals as much as possible. In principle, they shall be released into the wild in time after necessary records and other operations, and the relevant information shall be reported to the local fishery supervisor at or above the county level. If a scientific research unit needs to obtain national key protected aquatic wildlife or its products for scientific research, it shall report to the competent fishery authority for approval in accordance with the law, and indicate that the use method is "scientific research".

If it is necessary to artificially breed aquatic wildlife under national key protection, an artificial breeding license shall be obtained in accordance with the law.

The scientific research unit shall carry out scientific research strictly in accordance with the permitted utilization methods and breeding purposes, shall not carry out business and utilization activities beyond the scope, and shall not transfer it to a third party by means of donation, cooperation, exchange, etc.

After completing relevant scientific research tasks, scientific research units should give priority to releasing national key protected aquatic wildlife suitable for survival in the wild to nature.

  Local fishery authorities shall strengthen the supervision and guidance of scientific research units in the region to carry out aquatic wildlife scientific research activities, and report relevant information to the Fisheries and Fisheries Administration of our Ministry on a regular basis.
