From January 2013 to August this year, a total of 8.12 million criminal suspects of various types were arrested and 13.57 million were prosecuted.

　　Tong Jianming introduced that since the 18th National Congress of the Communist Party of China, procuratorial organs have always adhered to the people-centered approach and strived to provide strong judicial guarantees for building a well-off society in an all-round way.

Mainly did five aspects of work:

　　The first is to further promote the construction of a safe China to ensure national security, social stability, and people's tranquility.

A safe and stable social environment is a prerequisite for building a well-off society in an all-round way.

The procuratorial organs always adhere to the overall national security concept and punish and prevent various crimes in accordance with the law.

From January 2013 to August this year, a total of 8.12 million criminal suspects of various types were arrested and 13.57 million were prosecuted.

In-depth advancement of the three-year special fight against gangsters and crimes and prosecution of more than 230,000 people involved in gang-related crimes, effectively combating the arrogance of the underworld forces.

In response to some cases involving private enterprises that have not been withdrawn or transferred for review and prosecution, and have been "put on file" for a long time, special clean-ups have been organized to help enterprises and promote free-hand development.

For example, a company was suspected of fraudulently issuing special value-added tax invoices and defrauding more than 40,000 yuan in taxes, and was filed for investigation in 2010.

The facts of the case were unclear and the evidence was insufficient, and the investigators did not conduct further investigations.

In 2018, the relevant judicial interpretation increased the starting point of the crime to 50,000 yuan, but the case handling agency still did not close the case.

The procuratorate supervises the withdrawal of the case in accordance with the law.

Explore the implementation of pilot compliance reforms for the companies involved in the case, and urge the companies involved in the case to make compliance commitments and actively rectify and reform, so as to ensure that the protection of the rights and interests of the companies and the promotion of law-abiding and compliance operations are equally important.

It is also piloting the integration of intellectual property criminal, civil, and administrative procuratorial functions, intensifying the comprehensive judicial protection of intellectual property rights, and promoting the construction of an innovative country.

　　The third is to fully perform legal supervision responsibilities and maintain social fairness and justice.

From January 2013 to August of this year, a total of more than 170,000 cases were supervised by the public security organs that should have not been filed, and more than 150,000 cases that were minor violations or economic disputes should not be filed due to minor violations or economic disputes were supervised; In criminal, civil and administrative judgments, 66,000, 36,000, and 1,500 protests were filed respectively.

In response to issues such as "serving sentences on paper", "raising money and getting out of jail", which are strongly reflected by the people, we have innovatively implemented the patrol inspection system and changed the procuratorial inspections stationed in prisons to procuratorial inspections stationed in prisons to more effectively maintain fairness and justice in the "big wall" .

　　The fourth is to actively participate in social governance and help improve governance efficiency.

In recent years, the procuratorial organs have paid attention to discovering problems in social governance in handling cases, actively put forward procuratorial suggestions for improving social governance, and do a good job in the "second half of the article" in handling cases.

The Supreme People’s Procuratorate successively issued No. 1 to No. 6 procuratorial recommendations to relevant departments to promote social governance in order to maintain campus safety, standardize the delivery of announcements, strengthen financial supervision, strengthen management of manhole covers, prevent false lawsuits, and strengthen network governance.

Guide the society's awareness of the rule of law through the publication of guiding cases and other ways to interpret the law with the case.

For example, the well-known "Kunshan Anti-Killing Case" was issued by the Supreme People's Procuratorate as a guiding case promptly, encouraging law-abiding citizens to fight against illegal crimes, and promoting "the law cannot bow to the lawlessness".

　　Fifth, conduct procuratorial work for the people and improve people's livelihood and well-being.

In view of the fact that some administrative litigation cases exceeded the statute of limitations or did not meet the conditions for litigation, they were rejected, litigation issues were unresolved, and although the case was difficult to resolve, the substantive resolution of administrative disputes was carried out to promote the settlement of the case.

From January to August this year alone, more than 4,000 administrative disputes were resolved, of which more than 200 were disputes over 10 years.

For example, Yao was deceived into marriage by "Mo Mouli" in 2013, "both people and wealth are empty", and left a marriage record.

In the past 7 years, Yao continued to report problems to relevant departments.

The case was reported to the public security organ, and the case was not filed because there was no fraud; the application to the Civil Affairs Bureau to cancel the marriage registration was not accepted because there was no coercion in the marriage registration.

Yao also filed civil and administrative lawsuits such as divorce, annulment of marriage, cancellation of marriage registration, etc., all of which were dismissed because they did not comply with relevant legal provisions or the statutory time limit for litigation has passed.

These rulings were legally and procedurally in line with the law. However, during this period, Yao and another woman had two children, and they were unable to go to household registration or normal school. The life of the family was severely affected.

On the basis of investigating and verifying that Yao was indeed defrauded in marriage, the procuratorial organs held public hearings, issued prosecutorial recommendations to the Civil Affairs Bureau, which were accepted, and the original marriage registration was cancelled. "Mou Li" has been arrested and brought to justice.

Yao's demands were finally resolved satisfactorily.

　　Tong Jianming stated that on June 15 this year, the Party Central Committee issued the "Opinions of the Central Committee of the Communist Party of China on Strengthening the Legal Supervision of Procuratorial Organs in the New Era."

The procuratorial organ will take the implementation of the "Opinions" as a major responsibility, continuously improve the level of legal supervision in the new era, and better provide strong judicial guarantees for the comprehensive construction of a modern and powerful socialist country.
