For three days from 08:00 on September 17 to 20:00 on September 19, citizens of the Russian Federation elect deputies of the State Duma, heads of nine subjects and deputies of 39 regional parliaments.

According to preliminary data, after processing more than 80% of the protocols, United Russia wins with 49.73%.

It is followed by the Communist Party of the Russian Federation (19.63%), the Liberal Democratic Party - 7.53%, "Fair Russia - For the Truth" - 7.34%, "New People" - 5.32%.

The other nine parties were unable to overcome the 5% barrier to enter the lower house of parliament.

In single-mandate constituencies, the leadership is also held by United Russia, their candidates win in 195 (86.67%) constituencies, the Communist Party of the Russian Federation - in 15 (6.67%), Fair Russia - in seven (3.12%) ...

The parties LDPR, Yabloko, Rodina, Party of Growth and Civic Platform have one winner each in the districts.

In three more, self-nominated candidates win.

Recall that out of 450 seats in the State Duma, 225 deputies are elected in single-mandate constituencies, the remaining seats are distributed across the federal constituency in proportion to the number of votes cast for federal lists of candidates.

Following the results of the first two days of voting, the Public Chamber spoke about the flow of fakes about the elections.

Alexander Malkevich, the first deputy chairman of the coordination council of the Public Chamber of the Russian Federation (OP) for public control over voting, noted that the stream of misleading information about the elections of the State Duma deputies was brought down on September 18.

According to him, there were also fakes on the second day of voting, but their number has more than halved compared to Friday, September 17.

At the same time, he estimated the number of cases of fake information appearing over the entire period of the election campaign.

“In total for two days of voting - about 10 thousand fakes, or already 15 thousand for the whole year,” TASS quotes Malkevich.

Along with this, the CEC announced that the commission will refute every case of false accusations of stuffing and "carousels" in the elections.

At the same time, the head of the commission, Ella Pamfilova, acknowledged the existence of violations, promising to fight them.

“For this, we made this system as transparent as possible, so that any violation would come to the surface, so that everything secret would become obvious,” Pamfilova said about the work of the video surveillance system.

The head of the CEC also noted that the Russian regions expressed their desire to introduce electronic voting.

According to her, this form of voting is gaining popularity.

We are sure that many more regions will respond to the next elections, prepare applications, we will give them such an opportunity, ”Pamfilova said.

The candidate for the State Duma from the Green party Sergei Zverev, in an interview with RT, spoke about the advantages of electronic voting in light of the coronavirus pandemic.

Along with this, in the evening of September 19, the Ministry of Internal Affairs said that the department had not identified any violations that could affect the voting results.

According to him, by the evening of September 19, since the beginning of voting, more than 750 applications related to the conduct of elections have been received.

At the same time, CEC member Igor Borisov said that the flow of negative information about the elections in Russia in the Western media has grown significantly during the current election campaign.

Deputy Speaker of the Federation Council Konstantin Kosachev commented in an interview with RT on the situation with international election observation, as well as on the OSCE's refusal to send observers to the Duma elections in Russia.

According to him, international observation is never a determining factor in assessing the legitimacy of an election.

“This is a desirable factor.

Any country, if it has nothing to hide (and we absolutely have nothing to hide), should welcome the arrival of foreign observers, ”said Kosachev.

The senator noted that the assessment of elections in any sovereign country is given by voters, election participants and observers from this country.

Kosachev added that the position of international observers is desirable, but not decisive.

“We do not make any drama from the fact that some of the invited observers, in particular, the OSCE / ODIHR, the OSCE Parliamentary Assembly, did not come to us.

In relation to these delegations, an approach was applied, which in international relations is called "positive discrimination", when the best conditions are offered compared to the average, "explained Kosachev.

He explained that the European side did not have any "items for nagging", as a result of which the legitimacy of the elections in general is being questioned.

“Hence the well-known controversial resolution of the European Parliament of September 16, which cannot be regarded as anything other than interference in our internal affairs, hence the demonstrative non-arrival of observers in our country through the OSCE,” the senator said.

Earlier, the European Parliament approved the report of the Lithuanian MP Andrius Kubilius with an appeal to the EU authorities to reconsider relations with Russia.

The document was supported by 494 parliamentarians, 103 opposed, 72 abstained.

It deals with the recommendation "to revise the EU policy towards Russia" and "to develop a comprehensive strategy" towards Moscow.

In particular, the author of the initiative believes that Brussels should "counter the threat to security", "fight against Russian interference in the affairs of the EU and the countries of the Eastern Partnership."

He also calls for a "selective dialogue" with the Kremlin and support for a "democratic society."
