The Ministry of Agriculture and Rural Affairs announced today (18th) that my country’s tea industry has developed rapidly in recent years. In 2020, my country’s tea production will account for about 50% of the world’s output, and the total national tea consumption will exceed 40% of the world’s total tea consumption. There are some outstanding problems such as disorderly development in some areas, low concentration of the tea industry, low level of intensive and deep processing, lack of market influence, and irregularities from time to time.

  To this end, the Ministry of Agriculture and Rural Affairs, the State Administration for Market Supervision and Administration, and the All-China Federation of Supply and Marketing Cooperatives have recently jointly issued the "Guiding Opinions on Promoting the Healthy Development of the Tea Industry" to further standardize guidance, increase support, and improve the modernization of the tea industry chain supply chain. Level, build the entire industrial chain of the tea industry, and enhance the quality, efficiency, competitiveness and sustainable development capabilities of the tea industry.

  During the "14th Five-Year Plan" period, efforts will be made to promote the healthy development of the tea industry in six aspects.

  One is to build the entire industrial chain of the tea industry.

In the production process, build green ecological tea gardens, and insist on suitable areas and suitable products for suitable plants.

In the processing link, create a modern processing system, scientifically lay out tea processing centers, and support processing enterprises to build or renovate deep processing production lines.

In the circulation link, build a commercial circulation network and create a regional public brand with distinctive regional characteristics and outstanding product characteristics.

  The second is to provide support for various advanced elements.

Strengthen scientific and technological support, and encourage scientific research institutions and enterprises to jointly carry out tea plant germplasm resource protection and new varieties cultivation.

Improve the industrial standard system, improve the standard formulation and revision of key links, and strengthen the construction of the industrial measurement and test system.

Strengthen the construction of the talent team, guide the establishment of expert advisory groups in various tea districts, and strengthen the training of technical talents for the promotion of the tea industry.

  The third is to promote the integrated development of the tea industry.

Cultivate and strengthen integration entities, support the integration, mergers and reorganization of tea enterprises in the same industry, and create a group of leading enterprises in the tea industry with strong competitiveness and high market share.

Promote the integration of the whole chain, guide the tea districts to coordinate the main parts of each link of the tea industry, and improve the upstream, midstream and downstream linkage mechanism of the industrial chain.

Promote the integration of tea culture and tourism, develop new forms of tea culture and tourism integration, and create tea tourism boutique routes, boutique parks and characteristic towns.

  The fourth is to increase guidance and supervision services. Increasing policy support, coordinating and increasing policy support in finance, banking, insurance, and land use, and supporting tea companies to give priority to the declaration of national and provincial agricultural industrialization key leading enterprises. Strengthen market supervision, crack down on counterfeit and shoddy, false and illegal advertisements, price fraud and other illegal activities in accordance with the law, and investigate and rectify illegal marketing and hype. Strengthen support and guidance to poverty-stricken areas, increase planning guidance, financial support and technical support, guide large tea enterprises to build production bases and processing workshops in poverty-stricken areas, and promote the transformation and upgrading of the tea industry.
