According to the website of the Ministry of Emergency Management, the Work Safety Commission of the State Council recently issued the "Notice of Supervision of the Investigation and Prosecution of Major Work Safety Accidents", stating that on September 4, 2021, a major incident occurred in Qitaihe City, Heilongjiang Province. A road traffic accident resulted in 15 deaths and 1 injury.
After the accident, the leading comrades of the State Council made important instructions.
Heilongjiang Province must deeply learn the lessons of the accident and earnestly implement it.
According to the "Measures for the Supervision of the Investigation and Handling of Major Accidents", the State Council Safety Committee decided to supervise the investigation and handling of this major accident.
Heilongjiang Province should promptly organize accident investigations in accordance with the "Regulations on Production Safety Accident Reporting, Investigation and Handling" and other relevant laws, regulations and rules, quickly find out the cause of the accident, and study and put forward handling opinions in strict accordance with the requirements of accident investigation regulations.
Before the accident is closed, the accident investigation report (unfinalized) shall be submitted to the Office of the State Council Security Committee for review and approval, and Heilongjiang Province shall be responsible for the approval and closing of the case and release it to the public.
After the case is closed, the implementation of the accident investigation report and accident handling decision shall be reported to the Office of the State Council Security Committee for the record in a timely manner.
