Reply to the "14th Five-Year Plan" Implementation Plan

The National Development and Reform Commission’s request for submission of the "14th Five-Year Plan for the Comprehensive Revitalization of Northeast China (Revised Draft)" was received.
The reply is as follows:
1. Agree in principle to the "14th Five-Year Plan for the Comprehensive Revitalization of Northeast China" (hereinafter referred to as the "Plan"), please organize and implement it carefully.
2. The implementation of the "Plan" should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th Central Committee, based on the new development stage, and complete , Accurately and comprehensively implement the new development concept, build a new development pattern, take the promotion of high-quality development as the theme, deepen the supply-side structural reform as the main line, take reform and innovation as the fundamental driving force, and meet the people’s growing needs for a better life as the fundamental Purpose, coordinate development and security, start from promoting the formation of a regional economic layout with complementary advantages and high-quality development, strive to break the system and mechanism barriers, focus on stimulating the vitality of market entities, focus on promoting the adjustment and optimization of industrial structure, focus on building a regional dynamic system, and focus on implementation and implementation. Work hard to create a new development path with higher quality, better efficiency, better structure, and full release of advantages, so as to promote the comprehensive revitalization of the Northeast to achieve new breakthroughs.
3. The People's Governments of Inner Mongolia Autonomous Region, Liaoning Province, Jilin Province, and Heilongjiang Province should raise awareness of the importance and urgency of the comprehensive revitalization of the Northeast, strengthen organization and leadership, improve working mechanisms, deepen reform and opening up, strengthen policy guarantees, and optimize the business environment. Promote the implementation of a number of key projects and major reform measures that have an overall impact on the comprehensive revitalization of the Northeast, focus on strengthening the endogenous development momentum, and ensure that the goals and tasks of the "plan" are achieved on schedule.
Important policies, major projects, and key projects involved in the implementation of the "Plan" must be submitted for approval in accordance with procedures.
4. The member units, relevant departments and units of the State Council’s Leading Group for the Revitalization of Northeast China and other old industrial bases shall, in accordance with the division of responsibilities, strengthen the coordination and guidance of the implementation of the "Plan", in terms of planning, system innovation, policy implementation, project construction, etc. Give active support.
The National Development and Reform Commission must effectively assume the responsibilities of the Office of the State Council's Leading Group for Revitalizing Northeast China and other old industrial bases, relying on the joint implementation of the work mechanism for the revitalization of Northeast China, strengthen overall planning, and take the lead in formulating the annual work points for the comprehensive revitalization of the Northeast to implement the work.
It is necessary to track, analyze, supervise and inspect the implementation of the "Plan," and report major issues to the Party Central Committee and the State Council in a timely manner.
