On Sunday evening, September 12, it became known about an accident with a multipurpose twin-engine aircraft for local airlines L-410 in the Irkutsk region.

Onboard there were 16 people, including two crew members.

“At 18:15 Moscow time (23:15 local time), a message was received about a hard landing of a twin-engine aircraft L-410 in the Kazachinsko-Lensky district of the Irkutsk region, four kilometers from the village of Kazachinskoe.

According to preliminary data, there are 14 people and two crew members on board, ”said Vyacheslav Fedoseenko, head of the Russian Emergencies Ministry's Main Directorate for the Irkutsk Region.

Later Fedoseyenko added that rescue operations were being carried out at the plane's emergency landing site.

“About 50 people and ten pieces of equipment are involved.

Unfortunately, four people died.

The rescue operation continues, "said the head of the Main Directorate of the Russian Emergencies Ministry for the Irkutsk Region.

Meanwhile, it was previously reported that, according to preliminary information, there were no deaths as a result of the incident.

In particular, this was stated by the governor of the Irkutsk region Igor Kobzev, referring to the passenger who is in the aircraft cabin.

“The structure of the aircraft is deformed, the passengers are trapped.

Previously, everyone is alive, talking.

There was a deformation of the body, according to eyewitnesses, there is no fire, ”added Kobzev.

However, when doctors and rescuers got to the scene of the emergency, there were data on the death of four of the 16 people on board the L-410.

At the same time, nine more passengers allegedly received injuries of varying severity, mainly fractures, Interfax reports with reference to the press service of the regional government.

Meanwhile, TASS, citing the East Siberian Transport Prosecutor's Office, reports that two crew members and two passengers were killed.

On behalf of the Chairman of the Investigative Committee Alexander Bastrykin, a criminal case was initiated on the basis of a crime under Art.

263 of the Criminal Code of the Russian Federation (“Violation of traffic safety rules and transport operation”).

The progress of the investigation was put under control in the central office of the department.

According to a representative of Siberian Light Aviation (SILA LLC), which owns the aircraft, the L-410 disappeared from the radar when it tried to land for the second time.

According to him, fog was observed in the area of ​​the village of Kazachinskoye.

The source of "Interfax" added that the crashed plane had a certificate of airworthiness until February 2023.

An-28 hard landing in the Tomsk region

Note that this is not the first time in recent months that an aircraft belonging to the SILA aircraft fleet has been involved in aviation incidents.

So, on June 16 in the Tomsk region, an An-28 plane made a hard landing, following the route from the city of Kedrovy to Tomsk.

There were 18 people on board, three of them were crew members, all survived.

In July, the airline paid compensation to each An-28 passenger in the amount of 100 thousand rubles.

After the aviation incident, the Governor of the Tomsk Region Sergey Zhvachkin thanked the An-28 pilots for their professionalism.

In turn, the head of the Federal Air Transport Agency Alexander Neradko praised the well-coordinated and efficient work of all federal and regional departments.

On the fact of the state of emergency, the Investigative Committee opened a criminal case under Art.

263 of the Criminal Code of the Russian Federation ("Violation of traffic safety rules and the operation of air transport").

In addition, Rostransnadzor has formed a separate commission to inspect SILA LLC.

As it became known to RT, over the past two years, eight violations have been discovered in the company.

Some of them are related to documentation, there were also violations of flight safety.

In particular, over the past three years, the flight crew did not undergo theoretical training in the withdrawal of the aircraft in difficult conditions.

In addition, a number of pilots were not trained in emergency evacuation procedures on the water.
