  Zhang Wen, party secretary and president of the Beijing Internet Court, introduced that the court gave full play to its advantages in centralized jurisdiction, categorization of cases, and specialized trials, and tried a number of Internet cases with the significance of filling gaps, establishing rules, and leading demonstrations, and gradually Formed a refereeing method that adheres to "sinking into the scene, being close to the industry, deconstructing the model, keeping up with technology, and emphasizing both standardization and self-cultivation", and established the referee concept of "using referees to establish rules, use rules to promote governance, and use governance to help development". In order to determine the scale, clarify boundaries, and promote governance by judicial judgments.

  The Beijing Internet Court has centralized jurisdiction over 11 specific types of Internet cases of first instance that should be tried by the basic courts in Beijing.

According to statistics, nearly 80% of the cases received by the court over the past three years were copyright ownership and infringement disputes, followed by online infringement liability disputes and online shopping contract disputes, with 11,124 and 8,188 cases received respectively, accounting for 9.76% and 7.19. %.

In addition, the types of cases accepted include Internet financial loan contract disputes, small loan contract disputes, and network service contract disputes.

  Zhang Wen said that relying on the "multi-functional, full-process, and integrated" electronic litigation platform, the Beijing Internet Court has realized all litigation links such as case prosecution, mediation, filing, trial, service, and execution are completed online.

Up to now, the online submission rate of litigant applications is 100%, the online payment rate of litigation fees is 94.61%, the electronic delivery rate of judgment documents is 92.20%, and the automatic performance rate of judgment documents is 93.46%.

  In the past three years, the Beijing Internet Court has established rules with judgements, insisted on encouraging technology to be good, upholding technology neutrality, and adhering to the cultivation and standardization of new business formats, encouraging the creation of new content, and stimulating creative vitality.

At the same time, rationally determine platform responsibilities and behavior boundaries, strictly protect the rights of citizens in the Internet age, resolutely punish Internet chaos, and maintain a clear cyberspace, forming six major judging systems.

  Not only that, the court also aims to achieve the goal of promoting governance by rules, and constantly explores a new pattern of co-governance at the source of litigation. In 2020, the Beijing Internet Court, in collaboration with the Beijing Municipal Copyright Bureau, the Municipal Copyright Protection Center, and others, innovated to establish an "e copyright" co-governance model of litigation sources, supplemented by technical empowerment such as blockchain and smart contract one-click execution, to realize digital copyright disputes Prevention and efficient resolution at the source, and was absorbed by the "Regulations on the Protection of Intellectual Property Rights of Beijing". The institute also actively meets the needs of the development of the digital economy, explores the digital governance service system empowered by the blockchain, and jointly initiated the establishment of the Chang'an Chain Ecological Alliance with 27 units such as the State Grid and the People's Bank of China Digital Currency Research Institute to promote rules on the chain , Governance on the chain, relying on the "compliance" of the rule of law, and strive to create a demonstration path for the ecological construction of data elements and the development of the digital economy.
