  The draft opinion proposes that all regions must strictly control the newly built super high-rise buildings.

Generally, new super high-rise residential buildings are not allowed.

Cities with a permanent population of less than 3 million in the urban area strictly restrict the construction of super high-rise buildings over 150 meters, and no super high-rise buildings over 250 meters.

Cities with a permanent population of more than 3 million in urban areas strictly restrict the construction of super high-rise buildings over 250 meters, and no super high-rise buildings over 500 meters.

When approving residential buildings above 80 meters and public buildings above 100 meters, relevant departments in various regions should send them to the local fire and rescue agency for comments to ensure that the local fire and rescue capabilities match.

If a city with a permanent population of less than 3 million in urban areas really needs to build a super high-rise building over 150 meters, it should be reported to the provincial housing and urban-rural development department for review, and reported to the Ministry of Housing and Urban-Rural Development for the record.

If a city with an urban permanent population of more than 3 million really needs to build a super high-rise building of 250 meters or more, the provincial housing and urban-rural construction department should conduct strict verification and review in combination with anti-seismic and fire-fighting topics, and report to the Ministry of Housing and Urban-Rural Development for filing and review.

  The draft opinion requires that the construction of high-rise buildings in key areas such as ecologically sensitive and natural landscapes should be strictly controlled, and no super-high-rise buildings should be built near mountains and waters, and no super-high-rise buildings should be built on urban ventilation corridors.

Do not build high-rise buildings in places that have an impact on historical and cultural blocks, historical locations, world cultural heritage and important cultural relics, and do not build new super high-rise buildings in areas with high development intensity, dense populations, and traffic jams in old cities and old cities.

  The draft opinion also mentions that to strengthen the evaluation of the evacuation and emergency response plans of super high-rise buildings, the disaster prevention and refuge sites of super high-rise buildings should be arranged nearby, and the per capita area should not be less than 1.5 square meters.

Strengthen the energy-saving management of super high-rise buildings, the utilization rate of standard floors shall not be lower than 80%, and the level of green buildings shall not be lower than the 3-star standard.

  In addition, all localities should strictly implement the relevant government investment regulations, generally not approve the use of public funds to invest in the construction of super high-rise buildings, strictly control the investment by state-owned enterprises and institutions in cities with a permanent population of less than 3 million in the construction of super high-rise buildings over 150 meters, and strictly control the urban permanent population State-owned enterprises and institutions in cities with more than 3 million invested in the construction of super high-rise buildings over 250 meters.

  The draft of opinions is clear and implements a lifelong system of decision-making responsibility for super high-rise buildings.

New construction of super high-rise buildings over 150 meters in cities with a permanent population of less than 3 million in urban areas, and construction of super high-rise buildings over 250 meters in cities with a permanent population of more than 3 million in urban areas shall be regarded as important in accordance with the Interim Regulations on Major Administrative Decision-Making Procedures (Order No. 713 of the State Council).   The draft opinion also calls for strengthening the safety management of existing super high-rise buildings.

All localities must strengthen the supervision of the rectification of hidden dangers in super high-rise buildings, and implement listing and supervision of major safety hazards.

Super-high-rise building owners or their entrusted management units shall formulate roadmaps and timetables for the rectification of hidden dangers, and implement responsible units and persons in charge.

Until the major potential safety hazards are rectified, super high-rise buildings must not continue to be used.

Super-high-rise building owners or their entrusted management units should form a professional fire safety management team, encourage the hiring of professional and technical personnel as fire safety managers, complement emergency facilities and equipment, formulate personnel evacuation and emergency response plans, and classify and grade risk prevention and control plans , Organize and carry out pre-plan drills to improve prevention and self-rescue capabilities.

  The opinion draft mentions that all localities should strengthen the construction of fire rescue capabilities that match the needs of super high-rise buildings, and local fire rescue agencies should strengthen their research and familiarity with super high-rise buildings, and organize actual combat drills on a regular basis.

Instruct the owners of super high-rise buildings or their entrusted management units to rebuild miniature fire stations in accordance with the standard requirements, or organize property service personnel, security personnel, user personnel, volunteers and other forces to establish a full-time fire brigade.

Super-high-rise building owners or their entrusted management units should improve the cooperative working mechanism of power supply and water supply, elevator operation and maintenance, fire protection maintenance and other personnel, set up technical handling teams, strengthen joint service and joint training with fire rescue stations in their jurisdictions, and improve collaborative handling efficacy.
