The American "Asia Pacific Association for the Advancement of Justice" (APA Justice) pointed out that Hu Anming was the first Asian scientist to be prosecuted for the action plan.

The US government claims to crack down on economic espionage, but it has launched a large-scale investigation against Asian scientists, researchers, and scholars.
