It is recommended that Chinese citizens continue to insist on "non-essential, non-urgent, and non-travel". ", try to avoid long-distance or cross-border travel.

  In order to protect the health and safety of the vast number of compatriots at home and abroad, according to relevant domestic regulations, from September 8th (including the day), the Chinese Embassy in Niger will implement new requirements for passengers who really need to fly to China from Niger.

If the notices and supplementary explanations related to the health code application issued earlier are inconsistent with this notice, this notice shall prevail.

1. Pre-departure testing requirements

  All passengers who intend to depart from Niger for China must undergo a "dual test", that is, nucleic acid test and serum antibody IgM and IgG test at the testing agency designated by the embassy within 48 hours before the flight.

2. How to apply for a health code

  (1) Chinese citizens, please apply for a health code through the WeChat Epidemic Prevention Health Code International Mini Program.

For foreign citizens, please visit the website: https://hrhk.cs.mfa.gov.cn/H5/ to enter the login interface, use the mailbox to register an account, and fill in the information item by item to apply for a health code.

  (2) Please be sure to fill in all the matters truthfully and upload:

  1. Nucleic acid and serum antibody IgM, IgG test report;

  2. Air ticket or itinerary for the whole journey to China;

  3. Passport data page;

  4. Residence permits in Niger (such as visas, residence permits);

  5. Proof of vaccination;

  6. 21-day pre-departure isolation management certificate (for enterprises and project personnel) or isolation statement (for individual overseas Chinese).

  The embassy will review the health code as soon as possible after receiving the test report, including weekends and holidays.

Please wait patiently for the review results, and do not call or email for inquiries, so as not to occupy work resources, interfere with the review progress, and ultimately affect the itinerary of yourself and others.

If you are unable to obtain the green code, please pay attention to the embassy’s comments in the mini program and supplement relevant materials accordingly.

Niger's network is volatile, and some materials may not be uploaded successfully. Please confirm that all materials are successfully uploaded before submitting.

3. Vaccination personnel apply for health code

  (1) Those who have completed all doses of vaccination can apply for a health code 14 days after vaccination. Please fill in the vaccination status and upload the vaccination certificate.

  (2) Those who have not completed all doses of vaccination, or who have completed two doses of inactivated vaccine within the same day, shall be deemed to have not completed the vaccination.

In principle, applicants should complete all doses of vaccination 14 days before applying for a health code.

If the replanting cannot be completed, and any indicator of the test result is positive, please refer to the following procedures for persons with a history of infection to apply for a health code.

  (3) If you are infected after vaccination, please refer to the following procedures for persons with a history of infection to apply for a health code.

  (4) If the person with a history of infection completes vaccination after healed, it is necessary to apply for a health code in accordance with the following procedures for persons with a history of infection at least 14 days after the completion of vaccination.

4. Persons with a history of infection apply for a health code

  People who have been diagnosed with new coronary pneumonia or have not been diagnosed but have tested positive for any of nucleic acid, IgM, and IgG antibodies (except for positive IgM or IgG antibodies due to the new coronavirus vaccine), if you really need to apply for a health code to go to China, please follow the following Procedure:

  (1) After recovery, please perform two nucleic acid tests at the testing agency designated by the embassy at least 3 days before you plan to board the plane (at least 24 hours apart), and perform lung CT or CT at a local qualified hospital X-ray examination (such as Niger General Hospital or National Hospital).

  (2) Before boarding the plane, if the test result is positive and the test result is found to be positive for the first time (except for vaccinated persons), the date of the test result shall be regarded as the time of diagnosis.

Please cancel the itinerary and treat in time. After recovery, follow the procedure for people with a history of infection and start to apply for a health code again.

  (3) Pregnant women and other people who are not suitable for CT or X-ray examinations, please send an email to consulate_ner@mfa.gov.cn for consultation at least one month before the itinerary.

5. Relevant personnel apply for health code

  (1) Corporate personnel

  All corporate personnel (including central enterprises, state-owned enterprises, private enterprises, joint ventures, etc.) who depart from Niger to China on commercial flights must implement 21-day isolation closed-loop management, and the company will issue a certificate that the personnel flying to China have been quarantined for 21 days. The certificate must include the information of the person going to China (name, passport number, local and domestic mobile phone number), quarantine period and location, health status during quarantine, the signature of the person in charge of the company, and the company seal.

  (2) Close contacts and persons with suspected symptoms

  People who have close contact with confirmed cases, suspected cases, asymptomatic infections, people with suspected symptoms such as fever, cough, diarrhea, or those who have been denied boarding by the airline due to high body temperature, suspected symptoms, etc., should be quarantined and healthy for 14 days monitor.

Nucleic acid tests were carried out on the first 1, 4, and 7 days of the monitoring period, and the results were all negative. After the isolation, you can apply for a health code with a negative test certificate for nucleic acid and serum IgM antibodies within 48 hours before boarding.

Please also upload the 3 nucleic acid negative reports during the health test.

If a positive nucleic acid test result occurs during the monitoring period, please seek medical treatment in time. After recovery, you must apply for a health code in accordance with the procedures for persons with a history of infection.

Six, other instructions

  (1) The "health code" in this notice refers to the green code with the HS logo (applicable to Chinese citizens) and the green code with the HDC logo (applicable to foreign citizens).

Only for boarding.

  (2) The "within 48 hours before boarding" in this notice is calculated from the date of testing and sampling, and is not accurate to the hour.

For example, if a passenger boarded the plane on September 8, he should submit a "dual inspection" report with a sampling date from September 6th (inclusive) to September 8th.

  (3) The embassy and the government of Niger designated the only nucleic acid testing and antibody testing agency as the Niger Health and Medical Research Center (Cermès).

7. Please read this notice carefully for those who intend to go to China

  Persons planning to go to China are requested to read this notice carefully to prevent delays in the itinerary due to failure to complete the quarantine, testing, upload relevant materials, or fail to carefully check the information filled in as required.

  (1) Since Niger does not have direct flights to China, please start from Niger with only one transit to China.

In principle, the embassy does not accept applications for health codes from other countries who are transiting to Niger.

  (2) The green code issued by the embassy is only for passengers to take the flight to the transit country.

Please understand and abide by the boarding requirements of the airline you plan to take, the health code review and issuance requirements of the Chinese embassy in the intended transit place, and the transit immigration policy in advance, so as to avoid boarding in Nepal and blocked transit in the transit place, which may affect your itinerary and Travel safety.
