Facing the central eco-environmental protection inspector, polluting companies will eventually show their original shape even if they wear an environmental protection "vest."
The problem of inadequate local water governance cannot escape the layers of torture by the central eco-environmental protection inspector.
In August of this year, the Central Fifth Ecological and Environmental Protection Supervision Group inspected the sinking of Suining City, Sichuan Province, and thoroughly unveiled the "environmental painting skin" of Suining Xinjingyuan Bio-Environmental Technology Co., Ltd. (hereinafter referred to as Xinjingyuan Environmental Protection Company): Xinjing Yuan Environmental Protection Company is a completely polluting enterprise; local government departments have also been criticized by the inspection team for "escorting" Xin Jing Yuan Environmental Protection Company.
In the same August, the Fourth Central Ecological and Environmental Protection Inspectorate in Maoming, Guangdong, discovered that a large amount of domestic sewage is discharged directly from Dianbai District of Maoming City, and that the treatment of Xiaodong River, Maoming’s mother river, is not systematic. .
It is worth noting that this is the second round of inspections conducted by the Central Ecological and Environmental Protection Inspectors of the two places.
The inspection team pointed out that the problems found by the inspectors will be further investigated and verified, and follow-up inspection work will be done as required.
More than 100 acres of basic farmland was polluted
Xinjingyuan Environmental Protection Company, located in Laochi Town, Chuanshan District, Suining City, Sichuan Province, claims to use solid organic wastes such as domestic sludge, crop straw, livestock and poultry manure as raw materials, and adopts aerobic fermentation-earthworm breeding-worm excrement screening Enterprises that produce organic fertilizers and dispose of domestic sludge.
According to the company, it is designed to dissipate 50,000 tons of domestic sludge annually.
However, in August this year, after the inspection team stationed in Sichuan, it was discovered that since the establishment of Xinjingyuan Environmental Protection Company, it had long-term leased the land of Sichuan Xingyu Biotechnology Co., Ltd. to dump domestic sludge, industrial sludge and even hazardous waste illegally.
According to the inspection team, since 2014, Xinjingyuan Environmental Protection Company has received 223,300 tons of sludge from 42 sewage treatment plants in Suining, Guang'an, Nanchong, Neijiang, Sichuan Province, and received a total of 35.21 million yuan in disposal costs. Since then, 136,100 tons have been received, and the disposal cost has been 21.386 million yuan.
"In the meantime, Xinjingyuan Environmental Protection Company directly dumped or landfilled 105,100 tons of sludge in the rented land under the guise of'soil improvement' without taking any harmless measures." The inspection team pointed out that in 2017 In March, in the absence of the ability to dispose of industrial sludge, Xinjingyuan Environmental Protection Company illegally received 27,400 tons of industrial sludge from Guang'an Beikong Water Co., Ltd. for landfilling.
The inspectorate said that, to make matters worse, at the end of 2014, Xinjingyuan Environmental Protection Company illegally received about 300 tons of natural gas desulfurization gypsum from Suining City Cycco Company, and landfilled 230 tons of it in the No. 4 plot (area) of the leased land. About 3.5 acres), 510 tons of off-white solid mixture was formed in this place, which was identified as hazardous waste and has been suspected of environmental pollution crime.
In-depth investigation by the inspection team found that there are as many as 19 contaminated plots in the 687.9 acres of land leased by Xinjingyuan Environmental Protection Company, covering an area of 193.9 acres, of which 115.4 acres of basic farmland.
On-site sampling and monitoring by the inspection team showed that the chemical oxygen demand concentration of the two pond sewage in the site was as high as 566 mg/L and 428 mg/L, which were 27.3 times and 20.4 times higher than the surface water Class III standard; ammonia nitrogen concentration was as high as 123 mg/L , 84.8 mg/L, which are 122 times and 83.8 times higher than the surface water level III standard respectively.
Sampling test found that the copper and zinc content in the soil of the surrounding plots exceeded the standard, and the surrounding environment was polluted.
What is even more unacceptable is that Xinjingyuan Environmental Protection Company violated the law so that the local government not only did not punish the company, but when the public complained, it held up an umbrella for the company.
The inspection team pointed out that since 2015, Xinjingyuan Environmental Protection Company has been complained by the public 14 times for illegal dumping of landfill sludge. Investigate and deal with the illegal acts of Xinjingyuan Environmental Protection Company in accordance with the regulations, which has caused the enterprise to feel confident and the problems intensified.” The inspection team pointed out that in July 2019, the government of Chuanshan District Laochi Town wrote to Chuanshan District Housing Construction, Ecological Environment and other departments requesting investigation and handling. Xinjingyuan Environmental Protection Company violated the law, but the relevant departments ignored it, and the laissez-faire problem persisted for a long time.
“Especially during the Sichuan Provincial Ecological and Environmental Protection Inspectors stationed in Suining in November 2020, the masses again complained about the illegal dumping of landfill sludge by Xinjingyuan Environmental Protection Company, but Chuanshan District resorted to fraud and replied that the masses reported that the problem was not true.” The inspection team pointed out that Suining City was not strict and untrue, and the investigation conclusions were reported as-is without serious verification, resulting in problems still not being resolved in a timely manner.
"Sining Release" revealed on the 8th that at present, Xia Mouxiang, the actual controller of Xinjingyuan Environmental Protection Company, Xia Mou, the legal representative, Chen Mouya, the general manager, and the relevant persons responsible for the scene, Chen Moujun and Liu Mouquan, have been arrested in accordance with the law. The arrests were carried out, and three others have been criminally detained in accordance with the law, and the case is under further investigation.
Insufficient interception pipe network for sewage direct discharge system
The inspection team conducted an investigation in Maoming City and found that the centralized sewage collection rate in Maoming City was only 34.5%, which was less than half of the provincial average. There was a huge gap in the sewage pipe network and a large amount of domestic sewage was discharged directly.
The fundamental reason for the direct discharge of a large amount of domestic sewage in Maoming City is the serious shortage of sewage interception pipe network.
According to the inspection team, the two districts of Maoming City, Dianbai and Maonan, have insufficient investment in the construction of sewage pipe networks. From 2018 to 2020, only 45.7 kilometers, 31.9 kilometers and 27.5 kilometers of new pipe networks will be built in the urban area.
The construction of the pipeline network in the Xicheng area, which is the key development in Maonan District, has been delayed and delayed. It was not until the end of April this year that the construction of the 11.3 kilometers of sewage pipeline network that should be supported was started. So far, there are still 6.8 kilometers that have not been completed.
The inspection team stated that due to the delayed construction of the sewage pipe network, the influent concentration and operating load of the urban domestic sewage treatment plant have been low for a long time.
During the on-site inspection by the inspection team, the influent chemical oxygen demand concentration of the first sewage treatment plant in the urban area and the Hexi sewage treatment plant were only 94 mg/liter and 81 mg/liter respectively.
The problem of sewage overflow in rainy days caused by rain and sewage is very prominent.
The inspection team said that there were only 10 rain-sewage combined overflow outlets along the main stream of the Xiaodongjiang River in the urban area of Maonan District.
Not only that, the water purification plant in Dianbai City has frequent failures, often with "small problems, major treatments, and long shutdowns."
According to the inspection team, due to the failure of the aeration system since December 2020, the maintenance of the water plant has taken more than 5 months, during which about 10,000 tons of sewage are directly drained into the East Bay every day.
The Shuidongwan New Town Sewage Treatment Plant with a daily processing capacity of 22,500 tons was completed in April 2019, but it was suspended for 27 months due to the inconsistent change of the drainage direction. It was not resolved until the inspection team moved in.
The inspection team also spot-checked on the spot that one of the two rural sewage treatment facilities in Wuhe Village, Shuidongwan New City, was "basking in the sun" for a long time because it was not powered on. After the inspection team pointed out the problem on the spot, the local government turned it on overnight; One cannot be put into operation normally due to the unmatched pipe network, and is reduced to a display.
What is even more unbelievable is that there are 566 wrong connections, missing connections, and mixed connections in the sewage pipe network in the downtown area of Maoming, and 484 have not been rectified.
The inspection team said that there were many sewage leakage points in the sewage pipe network along the Sengao River in Dianbai District, and the sewage was leaked for a long time. It was not blocked overnight until the inspection team pointed out the problem on the spot.
On the one hand, some sewage treatment plants are "basking in the sun", and some sewage treatment plants cannot operate at full capacity; on the other hand, there are also sewage treatment plants that are "not full" for a long time.
The inspection team said that after the completion of the first phase of the 25,000-ton/day project of the Maonan District Sewage Treatment Plant, the operating load will be less than 60%, and it will be "not enough to eat" for a long time.
However, the university town area within the pollution receiving area lacks a sewage pipe network, and some communities and colleges’ self-built sewage treatment facilities in the area are in disrepair and idle, and about 8,000 tons of domestic sewage are directly discharged every day.
According to the inspection team, in the first quarter of this year, the water quality of the Xiaodongjiang River dropped significantly. Maonan District only organized plans for the construction of the pipe network in the University Town area. The completed 160,000 tons of domestic sewage will be sent to Maonan District Sewage Treatment Plant through tank trucks for treatment.
Dianbai District did not try to solve the pollution problem by any means, but invested more than 30 million yuan in August this year to build and put into operation a 10,000-ton/day integrated treatment facility for temporary disposal.
According to the inspection team, the preliminary investigation found that the overflow of the Xihe interceptor culvert in the Xiaodongjiang tributary mine discharged a large amount of black sewage on rainy days. The chemical oxygen demand and the ammonia nitrogen concentration were as high as 567 mg/l and 16.3 mg/l, respectively. Surface water is 27.4 times and 15.3 times the standard of Class III.
The inspection team pointed out that the water quality of Xiaodong River in Maonan District has been declining, and Maoming City has been interviewed by the Guangdong Provincial Department of Ecology and Environment and notified by the Ministry of Ecology and Environment.
Functional departments shirk each other's inaction
According to the inspection team, in June 2021, after the Ministry of Ecology and Environment discovered and pointed out the illegal dumping of landfill sludge by Xinjingyuan Environmental Protection Company, Suining City and Chuanshan District still did not attract enough attention, and relevant functional departments buckled each other and were not responsible. Inaction, resulting in environmental risks in the treatment process.
The inspection team pointed out that Chuanshan District was rushed to the hospital, and the third-party sludge disposal unit determined by the bidding did not have the actual disposal capacity. Suining City did not discover and correct this problem in time, which caused the third-party disposal unit to fail to perform the inter-provincial transfer of solid waste. Under the statutory procedures, on July 14, 2021, 12 vehicles of about 360 tons of sludge were transported outside the province for disposal without authorization, and the supervisory department of the receiving place found it in time and returned it.
As of August this year, when the inspection team moved in, there were still more than 80,000 tons of sludge dumped illegally in landfills that had not yet been safely disposed of, and environmental risks were still outstanding.
It seems to be a corporate illegal issue, but in the eyes of the inspection team, the local government and regulatory authorities can hardly shirk the blame.
The inspection team pointed out that Suining City and Chuanshan District did not implement the main responsibility of ecological environmental protection, did not pay attention to the harmless disposal of sludge, seriously lacked supervision, did not act, act slowly or even act indiscriminately, and allowed illegal disposal of sludge to seriously pollute the environment. The problem persists for a long time.
In response to the problem of the Xiaodong River Basin, the inspection team pointed out that Maoming City did not have enough awareness of the arduousness and urgency of water pollution control in Xiaodong River and Shuidong Bay, did not place an important position, lacked systematic planning, and insufficient pressure transmission; Maonan District, electricity The construction and management committees of Baiqu and Shuidongwan New Town lacked determination and tenacity, the construction of sewage pipe network was ineffective, and the operation and management were poor.
