But why are we not considering putting this in place, without touching the World Cup every four years? 

There are still many national federations that support the FIFA project.

And as for the supporters, it's funny, but in fact, most associations are up against this reform. They are just never consulted. FIFA wants to see them as simple football consumers, so according to them, the more of them, the happier they are. It is very bad to know those who make football live as well. After a while, we can organize World Cups every six months, there will only be tired footballers to play them, and no one to watch them.
