But Kristinehamn's municipal councilor Marie Oudin tells SVT that "her personal perspective is 10 years".

"The best we can attract with"

Kristinehamn markets itself by being "close to the lake".

An emigration municipality where attractive housing, by the water or with a lake view is crucial for the municipality's future, according to the municipal council.

- People are moving away from our municipality, there is a shortage of work.

Then homes with attractive locations, preferably lake locations, are the best we can attract, says Marie Oudin.

In Kristinehamn, the expansion of a new residential area by the old harbor is underway.

Kristinehamn was flooded in 2000 when Lake Vänern flooded.

In 2014, the water came "from the other direction" with heavy rains that flooded the city and damaged lots of houses.

The central square ended up under water.

E18 and a school had to be closed.

Criticism from the county administrative board

Maja Persson has moved into one of the newly built houses with a lake location by the quay.

- The sea situation was a plus, and you might easily forget those floods.

I know it is close to water, but if they allow construction, they have probably investigated that it is safe, so I feel safe, she says.

Kristinehamn is one of many municipalities that have been criticized by the county administrative board in the past year for insufficient consideration of flood risks.

But the municipal management writes in response that it is "highly inappropriate to exaggerate risk".

- It is difficult, but a risk is a risk.

It is not always the case, that part must also be taken into account, says Marie Oudin.

Everything that is approved is not "future-proof"

The municipal council also says that it has implemented what is called "impact reduction measures".

A new ditch has been made in the area to catch some water.

In addition, a new cycle path has been built between the houses and the water.

Along it is prepared to lay sandbags as protection if the water in Lake Vänern rises.

The County Administrative Board finally approved the expansion at the harbor in Kristinehamn.

It is said that you rarely stop plans, but try to find compromises.

Magnus Ahlstrand, who is responsible for the county administrative board in Värmland, admits that it cannot be said that everything that is approved is "future-proof".

- No, the state of knowledge is so uncertain.

The forecasts are constantly deteriorating.

What we approve of today, with today's knowledge, I do not know what I would answer in five to ten years.
