The mayor of the Russian capital, Sergei Sobyanin, introduced amendments to the Moscow City Duma aimed at toughening penalties for deliberate violation of silence by motorists at night.

He announced this in his personal blog.

“Today he submitted to the Moscow City Duma a package of amendments to the Moscow and federal legislation on increasing responsibility for breaking peace and quiet at night.

Unfortunately, the problem is well known to residents of many districts of Moscow, ”Sobyanin wrote.

“Some“ frostbitten ”motorists drive all night long in cars and motorcycles without mufflers and with loud music.

I have been repeatedly asked to take measures to put an end to this, ”he stressed.

The mayor proposed to ban the use in Moscow of cars and motorcycles with fully or partially modified mufflers if they disturb the peace and quiet of the townspeople at night.

At the same time, he spoke in favor of detaining and placing such vehicles in a special parking lot - until the muffler is returned to normal mode.

Sobyanin also proposed to increase the fine for deliberate violation of silence by motorists tenfold - from 500 to 5 thousand rubles.

At the same time, if the engine power of a passenger car exceeds 200 horsepower, then the penalty will be even greater: plus 250 rubles for every 10 hp.

“The owner of a sports car with 400“ horses ”under the hood will already pay 10 thousand rubles.

For motorcycles, the “progressive” penalty will start at 50 HP, for trucks - from 250 HP, ”he explained.

At the same time, it is proposed to fine for violation of silence automatically using photo and video recording cameras equipped with special devices - sound level meters, which will ensure the systemic nature of prosecution and the inevitability of punishment.

“I hope that the deputies of the federal and city parliaments will support us and promptly adopt laws that will return Muscovites the right to a quiet rest at night,” Sobyanin emphasized.

At the end of August, the mayor of Moscow already touched on this topic, calling the existing federal administrative punishments "absolutely none".
