  However, the submission of all documents such as employment permits and exemption certificates for foreigners still needs to comply with the earlier announcements. According to the Philippine Joint Memorandum Notice No. 001 of the 2019 series and Part 3 of the Departmental Order No. 221 of the 2021 series, foreigners must arrive in the Philippines. Submit a copy of the valid visa within 30 working days and complete the 14-day quarantine requirement.

  According to the Philippine Department of Labor, the time for the issuance of employment permits for foreigners is five working days after completing the labor market test or publishing in ordinary newspapers, and the time for issuance of the exemption certificate is three days after receiving the application.

Once issued, Philippine employers can apply for work visas to the Philippine Immigration Bureau or other visa-issuing agencies for foreign employees.
