In August 2021, the Fifth Central Ecological and Environmental Protection Supervision Group inspectors found that Suining City, Sichuan Province did not act and act in disorder, and the supervision was seriously lacking. The relevant enterprises were allowed to dispose of sludge illegally in the name of "soil improvement" for a long time, which seriously polluted the surrounding environment. .
1. Basic situation
Suining Xinjingyuan Biological Environmental Protection Technology Co., Ltd. (hereinafter referred to as Xinjingyuan Environmental Protection Company) was originally named Suining Xiangtai Biological Environmental Protection Co., Ltd., established in August 2012, located in Laochi Town, Chuanshan District, Suining City, Sichuan Province. , Crop stalks, livestock and poultry manure and other solid organic wastes are used as raw materials, and the domestic sludge is disposed of by aerobic fermentation-earthworm breeding-worm manure screening to produce organic fertilizer. The designed annual consumption of domestic sludge is 50,000 tons.
Since the company was built and put into production, it has long leased the land of Sichuan Xingyu Biotechnology Co., Ltd. for illegal dumping of domestic sludge, industrial sludge and even hazardous waste, and the public has responded very strongly.
Two, the main problem
(1) Long-term illegal landfill of sludge seriously pollutes the ecological environment
According to investigations, since 2014, Xinjingyuan Environmental Protection Company has received 223,300 tons of sludge from 42 sewage treatment plants in Suining, Guang'an, Nanchong, Neijiang, Sichuan Province, and received a total of 35.21 million yuan in disposal costs, of which it has received it since 2019 136,100 tons, acquired disposal costs of 21.386 million yuan.
During the period, the company directly dumped or landfilled 105,100 tons of sludge in the leased land under the guise of "soil improvement" without taking any harmless measures.
In March 2017, in the absence of the ability to dispose of industrial sludge, Guang’an Beikong Water Co., Ltd. illegally accepted 27,400 tons of industrial sludge for landfill.
To make matters worse, the company illegally received about 300 tons of natural gas desulfurization gypsum from Suining City Secco Company at the end of 2014, and landfilled 230 tons of it in Lot 4 (about 3.5 acres) in the leased land. 510 tons of off-white solid mixture was formed, which was identified as hazardous waste and suspected of environmental pollution crime.

The inspector found that there were as many as 19 contaminated plots in the 687.9 mu of land leased by the company, covering an area of 193.9 mu, including 115.4 mu of basic farmland.
On-site sampling and monitoring showed that the chemical oxygen demand concentration of sewage in the two pits and ponds in the site was as high as 566 mg/liter and 428 mg/liter, which were 27.3 times and 20.4 times higher than the surface water level III standard; ammonia nitrogen concentration was as high as 123 mg/liter and 84.8 The milligrams per liter is 122 times and 83.8 times higher than the surface water class III standard respectively.
Sampling tests found that the copper and zinc content in the soil of the surrounding plots exceeded the standard, and the surrounding environment was polluted.

(2) Supervisors neglect their duties and responsibilities, and the problem of laissez-faire is long-standing
The surrounding people strongly reacted to the illegal issue of Xinjingyuan Environmental Protection Company.
Since 2015, Xinjingyuan Environmental Protection Company has been complained by the masses 14 times for illegal dumping of landfill sludge, but the relevant local functional departments have seriously neglected their duties and have neither seriously investigated and dealt with complaints from the masses nor investigated and dealt with Xinjingyuan according to regulations. The illegal behavior of environmental protection companies has caused the enterprises to feel confident and the problems intensified.
In July 2019, the Laochi Township Government of Chuanshan District wrote to the housing construction and ecological environment departments of Chuanshan District, requesting investigation and handling of the illegal problems of the enterprise, but the relevant departments ignored them and let the problem exist for a long time.
Especially when the Sichuan Provincial Ecological Environmental Protection Supervisor was stationed in Suining City in November 2020, the masses again complained about the illegal dumping of landfill sludge by Xinjingyuan Environmental Protection Company, but Chuanshan District resorted to fraud and replied that the masses reported that the problem was not true; Suining The city is not strict and untrue, and the investigation conclusions are reported without serious verification, resulting in problems that have not been resolved in a timely manner.

(3) Inaction or even chaos, and poor progress in rectification work
In June 2021, after the Ministry of Ecology and Environment discovered and pointed out the illegal dumping of landfill sludge by Xinjingyuan Environmental Protection Company, Suining City and Chuanshan District still did not attract enough attention. Relevant functional departments buckled each other and failed to act, which led to disposal Environmental risks have emerged in the process.
Chuanshan District was rushed to the hospital, and the third-party sludge disposal unit determined by the bidding did not have the actual disposal capacity. Suining City did not discover and correct this problem in time, which caused the third-party disposal unit to fail to perform the legal procedures for the transfer of solid waste across provinces. Under the government, 12 vehicles of about 360 tons of sludge were transported outside the province for disposal on July 14, 2021 without authorization, and the supervisory department of the receiving place discovered it in time and returned it.
As of the time of the inspection, there are still more than 80,000 tons of sludge dumped illegally in landfills that have not been safely disposed of, and environmental risks are still outstanding.
Three, cause analysis
Suining City and Chuanshan District are not in place to implement the main responsibility of ecological environmental protection. They do not pay attention to the harmless disposal of sludge. There is a serious lack of supervision, inaction, slow action or even arbitrary actions.
