The "Comprehensive Deepening of the Reform and Opening-up Plan for Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone" issued by the Central Committee of the Communist Party of China and the State Council was released on the 6th. The Qianhai Cooperation Zone will build a comprehensive deepening reform and innovation test platform for the Guangdong-Hong Kong-Macao Greater Bay Area and build a high-level opening-up portal hub.
The plan is clear to further expand the development space of the Qianhai Cooperation Zone. The total area of the Qianhai Cooperation Zone will be expanded from 14.92 square kilometers to 120.56 square kilometers.
The plan points out that by 2035, the high-level opening-up system and mechanism will be more complete, the business environment will reach a world-class level, and a development model featuring synergy and linkage with Hong Kong and Macau industries, market interconnection, and innovation-driven support will be established and a strong global resource allocation capability will be established. A high-quality development engine with a strong ability to innovate sources and a strong ability to drive coordinated development, and experience in reform and innovation has been widely promoted.
According to the plan, in terms of building a comprehensive deepening reform and innovation test platform, the Qianhai Cooperation Zone will promote the innovative development of the modern service industry, accelerate the reform and innovation of the scientific and technological development system and mechanism, create a world-class business environment, and innovate the governance model of the cooperation zone; Regarding the opening of the gateway and hub, the Qianhai Cooperation Zone will deepen the liberalization of service trade with Hong Kong and Macau, expand the opening of the financial industry, improve the level of opening up of legal affairs, and participate in international cooperation at a high level.
The development and construction of the Qianhai Cooperation Zone is an important measure to support Hong Kong’s economic and social development, enhance the level of cooperation between Guangdong, Hong Kong and Macao, and build a new pattern of opening up.
