03 September 2021 To support the relaunch and business continuity of the company, from 20 September large companies that find themselves in a situation of temporary difficulty due to the Covid emergency will be able to apply to access the 400 million euro fund set up at Ministry of Economic Development.

, operating on the national territory and in any economic sector (with the sole exception of the banking, financial and insurance sector)



can benefit from the benefits



This was communicated by the Mise which published the decree that defines the terms and procedures for accessing the measure introduced with Article 37 of the Sostegni Decree. The Mise will be able to intervene, through the Fund managed by Invitalia, with the granting of subsidized loans that will be

repayable in 5 years

, in order to guarantee continuity to companies with a number equal to or greater than 250 employees and which have a turnover of more than 50 million. euros or a budget exceeding 43 million. 



The granting of the subsidized loan is subject to the presentation of a

plan to relaunch the

company, which is realistic and credible also in order to protect employment. Applications can be submitted starting from 

12:00 on 20

September 2021

 using the IT platform, which will be accessible from the website of the National Agency for the attraction of investments and business development SpA - Invitalia (www.invitalia.it).



Companies applying for the Fund for the support of large enterprises must meet certain

requirements

: • they must present prospects for a resumption of activity; • they are duly constituted and registered in the Business Register; • have a legal and operational headquarters located on the national territory; • the aid identified as illegal or incompatible by the European Commission is not included among the companies that have received and, subsequently, not repaid or deposited in a blocked account; • are not subject to bankruptcy proceedings for liquidation purposes; • have returned sums due as a result of the revocation of subsidies granted by the Ministry of Economic Development; • are not the recipients of a disqualification sanction pursuant to article 9, paragraph 2, letter d), of legislative decree no. 231 and subsequent amendments and additions;• whose legal representatives or administrators have not been convicted, with a definitive sentence or a criminal decree that has become irrevocable or sentence applying the penalty upon request pursuant to Article 444 of the Code of Criminal Procedure, for crimes that constitute grounds for exclusion of an economic operator from participation in a procurement or concession procedure pursuant to the legislation on public contracts relating to works, services and supplies in force on the date of submission of the application.for crimes that constitute grounds for the exclusion of an economic operator from participating in a tender or concession procedure pursuant to the legislation on public contracts relating to works, services and supplies in force on the date of submission of the application.for crimes that constitute grounds for the exclusion of an economic operator from participating in a tender or concession procedure pursuant to the legislation on public contracts relating to works, services and supplies in force on the date of submission of the application.  



In July 2021, at the time of the establishment of the 400 million fund, the Minister of Economic Development

Giancarlo Giorgetti,

 signing the implementing decree, together with the Mef, and presenting the provision, said: "Exceptional conditions require special answers: this is what I have supported since from the first day at Mise with respect to the disastrous consequences suffered by the business world due to the pandemic ".
