  □ Our reporter Zhao Li

  □ Intern Yang Yinan

Li Li, a citizen of Beijing, has been annoyed by his son's addiction to online games for a year.

A year ago, my son was in the first grade of junior high school and started to get in touch with online games. Since then, he has been out of control; a year later, his final exam score dropped from the top ten in the class to the bottom tenth.

Li Li's son is not the only one caught in the vortex of online games.

According to the "Report on Internet Utilization by Chinese Minors (2020)" issued by the Chinese Academy of Social Sciences, the main age group who first touched the Internet is concentrated in the 6 to 10 years old, and the proportion of people who are 10 years old and younger who started to access the Internet has reached 78%, and the younger generation The use time is concentrated in 1 to 3 hours.

A recent interview with a reporter from the "Rules of Law Daily" found that in this group, many younger people can't extricate themselves from being addicted to online games after being exposed to the Internet.

In response to minors’ excessive use or even indulging in online games, the National Press and Publication Administration recently issued the "Notice on Further Strict Management and Effective Prevention of Minors’ Indulging in Online Games" (hereinafter referred to as the "Notice") to further tighten management measures and resolutely prevent Minors are addicted to online games and protect their physical and mental health.

Many industry insiders interviewed by reporters stated that online games are highly interactive, immersive, highly emulated, easy to operate, and attractive.

Minors are still in the stage of physical and mental development, and their self-control ability is relatively weak. They are prone to overuse of online games and even become dependent.

Some game manufacturers also use "routines" to attract minors.

The country’s heavy attack this time has far-reaching significance for the anti-addiction work, but the key lies in how to make the policy effective and implement it. This requires the co-management and co-governance of parents, schools, and society.

Children addicted to online games

Parents and teachers complained repeatedly

"Play another round, I'll do my homework."-This is the word Li Li hears most from her son every day, but there is one round after playing, and it seems that there will never be the last round.

After his son came into contact with online games, Li Li had to fight his wits every day for a year: how to keep his son from learning, but also to take care of his desire to play games.

But after a year of groping, she did not find a perfect solution.

Now, my son is hooked on an online game called "Cat and Mouse". The first thing he does when he enters the house every day after school is to pick up his mobile phone and play a game. He even doesn't want to eat or do homework.

"The current situation is that he is playing the cat and mouse game, and we are also playing the cat catch the mouse with him-he often waits for us to fall asleep to play games secretly, and immediately switches to other interfaces when he is found, saying that he is in Study." Li Li shook her head, very helpless.

Wang Yang from Zhumadian, Henan Province, who is also deeply impressed by this online game.

His son is 4 years old this year, and he will "play a game of cat and mouse" every day.

But Wang Yang did not dare to indulge too much. He was afraid that his son would follow in his own footsteps. In junior high school, Wang Yang began to learn about online games and became addicted to them. His academic performance dropped sharply. .

Recalling the scene of playing "guerrilla warfare" with his mother in order to play online games, Wang Yang was a little embarrassed, "Go ahead of school every day to avoid encountering parents at the school gate. Students cooperate with each other to deceive parents, or say today. Go to classmates to play, or say to stay at school to do homework together. The money for playing games is saved from food expenses."

At that time, Wang Yang’s mother tried her best to stop him from indulging in online games: going to the school gate every noon and afternoon, not sleeping at night, listening to the movement in Wang Yang’s room, and looking for someone in the private room of the Internet cafe late at night. ...Until later, he gave up completely and let Wang Yang go through the withdrawal procedures.

In the tug-of-war against addiction to online games, not only parents and children are fighting wits, but school teachers are also complaining.

According to Teacher Tian, the head teacher of a high school in Yongzhou, Hunan, there are not a few students in her class who are addicted to online games.

One student is addicted to games. Every night after self-study and after school, he has to go to a milk tea shop near the school to rent a mobile phone to play online games. After getting up the next day, he must play online games for a while or watch some related videos explaining the game, and then click into it. I study early in the classroom, and sometimes even secretly bring my mobile phone to school to play games in my spare time.

Many reasons lead to addiction

Once addiction is harmful

Why on earth are you addicted to online games?

The answer given by Li Li’s son is: “The characters and animations in the game are very beautiful. The more you play, the more you want to play. And there are a lot of classmates who play games in the class. Willing to get along with me."

Xi Peizhi, deputy secretary-general of the Juvenile Law Research Association of the Shanghai Law Society, has conducted in-depth investigations into the reasons why minors are addicted to online games.

He told reporters that when developing online games, some game merchants set addictive mechanisms in the game, such as designing good-looking game skins and interactive mechanisms to allow players to fight in teams and increase stickiness; the peer effect also allows minors to be online The game is "can't stop", they exchange game content every day, and they cannot integrate into the group without participating in the game.

Pi Yijun, a professor at the School of Criminal Justice of China University of Political Science and Law, believes that minors pursue excitement and adventure, but their self-control ability is relatively weak, and they are prone to "fallen" when they encounter highly addicted online games.

"In addition, if the family is not harmonious and the parent-child relationship is estranged, children are often more willing to be with games, and the possibility of online game addiction will be greater." Pi Yijun said.

The harm caused by indulging in online games should not be underestimated.

Li Li found that after his son became obsessed with online games, not only his academic performance deteriorated sharply, his eyesight also deteriorated rapidly, his reaction ability and comprehension ability also plummeted. “I just want to play games every day and take him out to play. Unwilling to communicate with others".

Teacher Tian also noticed that the students in his class who are addicted to online games basically do not pay attention to lectures and naps, and their energy is completely distracted.

"Minors addicted to online games will not only lead to a decline in academic performance, but also have a huge impact on their minds and emotions. For example, minors will imitate violent and bloody behaviors in games." Xi Peizhi told reporters. One case he had contacted was that a 17-year-old kid played CS (counter-strike) games in an Internet cafe for 3 consecutive days. When he went out to eat, he had a conflict with others. He picked up a stool next to him and slammed it on the opponent's head. And repeatedly beat each other.

Afterwards, he said that he mistakenly thought he was still in the game.

Strict management

Play up to three hours a week

In order to prevent minors from indulging in online games, the state once again attacked and strictly managed.

The "Notice" stated that all online game companies can only provide minors with one-hour service from 20:00 to 21:00 every day on Friday, Saturday, Sunday and statutory holidays. At other times, they are not allowed to provide minors in any form. Provide online game services; strictly implement the real-name registration and login requirements of online game user accounts; and deal with online game companies that are not strictly implemented in accordance with laws and regulations.

In fact, as early as 2019, relevant departments issued the "Notice on Preventing Minors from Indulging in Online Games", and adopted a series of powerful measures to establish a real-name verification system for preventing addiction to online games, and achieve all access to compliant online games. , Laid the foundation for the in-depth advancement of anti-addiction work.

This "further strict management" is an extension of the regulatory tentacles on the previous basis.

In Xi Peizhi's view, in accordance with the requirements of the "Notice", online game companies can only provide online game services to minors for a maximum of 3 hours a week. This should be the "most stringent measure in history."

Xi Peizhi believes that the "Notice" is actually an active implementation and response to the chapter on the protection of minors on the Internet in the Law on the Protection of Minors.

The main highlight of the new law on the protection of minors is the new online protection of minors. In the traditional view, family, school, and society are the three main spaces for minors to grow up. However, with the development of the Internet, the Internet It has also become a very important space for the development of minors, and it can also be called the fourth space.

"The "Notice" is also a regulation on enterprises and capital. According to our research and visits, there is a market of hundreds of billions of yuan behind online games. The "Notice" sets clear boundaries on the content provided by online game companies, which means that No matter how powerful the capital is, it cannot be reckless in the field involving minors.” Xi Peizhi said.

This "most stringent measure in history" was also warmly welcomed by parents and teachers.

"Although we usually take some measures to restrict children from playing online games, but we can’t control it. Now it’s fine. If you want to play, you can’t play. On the one hand, minors will have identity restrictions when they register for online games. On the other hand, there are also Time is limited." Li Li said.

Teacher Sun, the head teacher of a high school in Zhumadian, Henan, is also full of expectations for the actual effect of the "Notice".

"The national level regulates students’ online time so that schools and parents have a policy basis when managing students. It is easy to convince children and accept the management of the school and parents from the bottom of their hearts. Specific regulations on game time can effectively reduce students’ playing time. The opportunity to play helps them to concentrate on learning, thus creating a good environment for the healthy growth of students."

  Establish a co-management and co-governance mechanism

  Cultivate good internet usage habits

Some interviewees pointed out that how to make the policy truly implemented is the key.

For example, some school gates have second-hand bookstores and milk tea shops where you can rent mobile phones. These mobile phones have ready-made accounts and equipment. In this case, how to rectify needs further thinking.

Xi Peizhi also pointed out that there are still some loopholes in the real-name system. "Our previous research found that the most important problem is the account number. As long as the minor’s name and related information are clear during registration, strict restrictions can be achieved. Some people in the above sell adult accounts to minors for them to escape the platform's review. This is actually an illegal act, and the Public Security Management Punishment Law can be used to impose administrative penalties on those who sell adult accounts."

In addition, from the perspective of game companies, how to accurately identify real names and whether there is motivation to improve identification capabilities is also a difficult problem.

In an interview with the media, Darui Consulting Chief Analyst Ma Jihua mentioned: "The difficulty in the execution of game companies is mainly how to identify and confirm that minors are playing games. This technology needs to be mature. But the core problem is the game company. Is there any motivation to improve the recognition technology. If the game company does not have enough motivation, then the technology will never mature, and execution will always be difficult."

Zheng Ning, director of the Law Department of the School of Cultural Industry Management of Communication University of China, believes that a systematic co-management and co-governance mechanism has not yet been established. Parents generally lack network literacy and related training and education; the daily communication and feedback mechanism between the school and parents is not sound enough. The children’s problems have not formed a linkage mechanism between all parties; the public cultural service activities provided by the society are not enough and the quality is not high.

“Therefore, the government, schools, and social welfare organizations must increase their investment, provide high-quality public resources, allow children to embrace nature, enhance their aesthetics, and broaden their horizons. Parents should strengthen learning and improve network literacy, and provide children with high-quality companionship.” Zheng Ning said.

In addition to the necessary supervision, some experts have also suggested that if some children get rid of the state of daily exposure to online games in the past, whether there will be psychological and behavioral discomfort during the transitional period, parents need to be enlightened and prevented accordingly.

It is worth noting that according to the data from the previously released "Research Report on the Internet Usage of Minors in the Country in 2020", there are some differences between urban and rural minors in the choice of content and the length of time they use the Internet.

For example, urban juvenile netizens use more search engines, social networking sites, news, shopping and other applications, while rural juvenile netizens use short videos, animations, or comics and other recreational entertainment than in urban areas.

In this regard, Xi Peizhi suggested that education of minors and their parents in rural areas should be strengthened, and schools in rural areas should also take more measures to prevent minors from indulging in online games.

The relevant person in charge of the State Press and Publication Administration also stated that online game addiction is a social problem, and anti-addiction work is a systematic project that requires the joint efforts of all sectors of society.

On the one hand, the government and industry must always put the prevention of addiction as the top priority of game management, strictly implement the system and implementation of anti-addiction management, and solidly promote the prevention of addiction; on the other hand, to prevent minors from indulging in online games, parents are required , Teachers better perform their duties of guardianship and education, effectively assume the legal responsibility of protecting minors, strengthen care and accompany and restraint norms, and guide children to form good living habits and habits of using the Internet.
