Standardize the management of electric vehicles from four aspects

This is the first fine issued by Shenzhen traffic police for the behavior of electric vehicle owners not wearing helmets since the "Shenzhen Electric Bicycle Management Regulations (Trial)" came into effect on August 1.

  In recent times, Beijing, Shanghai, Shenzhen, Hebei, Hainan, Hunan, Guangzhou, Chengdu and other places have adopted measures such as legislation, promulgation of regulations, and special actions for centralized rectification to strengthen the standardized management of electric vehicles.

In summary, these regulatory measures mainly involve 4 aspects:

  One is to regulate the parking and charging of electric vehicles.

Regulations in Beijing, Shanghai, Shenzhen and other places focus on the combination of decongestion and congestion. In addition to prohibiting electric vehicles from parking in corridors of residential communities, and not to pull wires and sockets privately for charging, they also require governments at all levels, enterprises, institutions, and residential communities to increase parking spaces. And investment in the construction of charging facilities.

Many places have also made regulations on the parking and charging of Internet leased electric vehicles, and proposed the use of modern information technology to regulate parking.

  The second is to prohibit illegal modification of parts such as motors and batteries.

Illegal modification is one of the important reasons for the fire and explosion of electric bicycles.

Shenzhen, Shanghai, Hunan and other places stipulate that it is forbidden to install or modify power devices such as motors and batteries after sales of electric vehicles; or to replace power devices such as motors and batteries that do not meet national standards.

According to Shanghai regulations, offenders will be fined 2,000 yuan up to 20,000 yuan.

Some places also make regulations on the recycling and management of waste batteries for electric vehicles.

  The third is that will be punished for riding willfully on the road.

For the behavior of driving on the road without a license, Shenzhen stipulates that for driving electric vehicles in restricted or prohibited areas and time periods, the vehicle will be detained and a fine of 2,000 yuan will be imposed; for those who are fined more than 5 times within a year, the illegal behavior information will be recorded in the personal credit levy. Letter system.

For electric vehicles, Hainan, Guangdong and other places stipulate that adults can only carry one person in a car, and minors under 6 years of age should use safety seats; minors over 16 years of age must not carry people when driving electric bicycles. .

  The fourth is to implement transitional management of exceeding standard electric vehicles.

Hainan, Jiangsu Wuxi, Guangzhou and other places implemented 3-5 years of transitional management of exceeding standard electric vehicles, and then prohibited them from using the road.

According to the transition period for exceeding standard electric vehicles announced earlier in various places, more than 10 cities such as Tianjin and Beijing will expire this year.

Taking into account factors such as epidemic prevention and control, Tianjin, Foshan and other places have extended the transition period by one year.

  After the transition period, scrapping or replacing a compliant new car has become the two options for owners of over-standard electric vehicles.

The transition period stipulated by Beijing will end on October 31 this year. Starting in July, many electric car stores have launched trade-in services for over-standard electric vehicles, and some communities have also launched recycling activities for used electric vehicles.

Shanghai Jiaxing also clearly implements subsidized recycling of electric vehicles that exceed the standard. The maximum price for recycling without batteries is 100 yuan per vehicle, and the maximum price for recycling with batteries is 260 yuan per vehicle.

  Regarding the management of electric three-wheeled and four-wheeled vehicles, many places have stipulated that the sale of illegal vehicles is prohibited, and the transitional period management of the stock of illegal vehicles will be developed in the direction of licensing, compliance, cataloging, and right of way in the future.

  Experts said that since the implementation of the "new national standard", the management of the electric vehicle industry has become more standardized, and willful riding will become a thing of the past.

At the same time, the purpose of supervision is to solve the safety problems of electric vehicles, promote the healthy development of the electric vehicle industry, and guide cyclists to use electric vehicles in a more reasonable and standardized manner.

Preventing fires and reducing accidents are important reasons for strengthening supervision

  Recently, in a high-rise residential district in Fengtai District, Beijing, an electric car parked at the entrance of the corridor attracted the attention of the fire protection supervisor of the district fire rescue detachment.

  On August 1, the "Regulations on Fire Safety Management of High-Rise Civil Buildings" formulated by the Ministry of Emergency Management was officially implemented. It is forbidden to park or charge electric vehicles in public halls, evacuation walkways, stairwells, and safety exits of high-rise civil buildings. Individuals who violate the regulations A fine of 500 yuan to 1,000 yuan will be imposed, and a fine of 2,000 yuan to 10,000 yuan will be imposed on the offending unit.

This is the first illegal parking ticket issued by Beijing, and all localities have illegally stopped electric vehicles in accordance with the law.

According to information released by the Fire and Rescue Bureau of the Emergency Management Department in July this year, there have been 6,462 electric bicycle fire accidents nationwide this year. Electrical failure and spontaneous combustion are the main causes, accounting for 62.1% and 23.5% of the total number of electric bicycle fires, respectively.

  "Common electric vehicle fires in life are mostly caused by the battery's thermal runaway."
