  On April 20 this year, the China Coast Guard, together with the Ministry of Ecology and Environment, the Ministry of Transport, the National Forestry and Grass Administration and other relevant departments, deployed the "Bihai 2021" marine ecological environmental protection special law enforcement action, mainly by strengthening the mining of islands and sea sand. Supervision and inspection in eight areas, including transportation and marine waste dumping, comprehensively strengthen normal supervision in important areas, severely crack down on illegal and criminal activities in key areas, and strictly guard against key environmental and ecological risks.

  First of all, focus on source governance and strict normal supervision.

Comprehensive use of land-shore inspections, maritime cruises, and remote sensing monitoring and other means to comprehensively strengthen regular inspections of key projects, normal inspections of hotspot areas, and dynamic inspections of key links.

So far, a total of 2281 marine (coastal) engineering construction projects, 300 dumping areas and dumping projects, 563 marine nature reserves, 892 islands, and 1,782 land-sourced sewage outlets have been inspected. The scope of law enforcement has been significantly expanded, and the number of law enforcement inspections has been large. Increased.

  At the same time, clarify the focus of crackdown and remediation, establish a normal patrol mechanism in key sea areas such as sea-sand enrichment areas, patrol all-round control, and maintain a high-pressure situation of crackdown.

438 sand-related cases were investigated, 249 ships involved in the case were seized, and about 720,000 tons of sea sand were seized.

Severely cracked down on illegal and criminal activities involving wild animals, and detected 11 cases of harming precious and endangered wild animals and illegal fishing of aquatic products in protected areas. Up to now, 573 cases of illegal construction of sea sand and marine projects without EIA and destruction of islands have been investigated and handled. The fine was 23.8 million yuan.

  Liu Dejun said that in the next step, the China Coast Guard will work with relevant functional departments to conduct in-depth research and analysis of the law enforcement situation of marine ecological environment protection, maintain law enforcement, strengthen special rectification, strengthen supervision and inspection, and promote special actions to achieve greater results.
